Ra (Rah)
The title of Ra is the most prestigious one that anyone can earn in Dekarth. It is a title reserved for the monarchs that rule across the country.
Requirements
While not necessary a Requirement, nearly all Ra are a warrior of some sort. Each Ra is seasoned in handling themselves in battle in one shape, way, or form, which allows them to hold a greater sway and authority over their people.
Appointment
Ra all form a special council that dictates who will seat themselves among them whenever a new Ra is necessary. Whenever a new city requires a leader, they will appoint somebody as the Ra of that city, typically hand picked from a powerful general or general that they dub most qualified for the job.
Duties
Ra are expected to serve as protectors for their people. While some often go by the extreme saying of First to ride, first to die when it comes to their Ra, this typically refers to them always being expected to be seen on the field of battle whenever their people are under attack or initiating a siege. They are also the political masterminds; and handle all diplomatic affairs outside of their city walls whilst maintaining the order of their city.
Benefits
Anyone that becomes a Ra is placed within the Han vi Vanti; a special tome that names all the known Ra that have lived within the city of Dekarth. Immortalization is important to the Dekarti people.
Aside from the political power and mass amounts of wealth, being a Ra comes with all the perks you'd expect to be found of a King or Queen; nigh-limitless power over their people, paired with access to their city wealth.
Grounds for Removal/Dismissal
A Ra is only ever removed from their council if there is a unanimous decision made by it. This leads to Ra being exceptionally hard to remove when put into power, with the exception being the judgement of a Mutara. Their signing into the Han vi Vanti serves as a symbolic means to show that they're not to be removed from power once they've been given their status.
While the Mutara often acts as the rule of a silent judge more than an actual Empress, their word is revered over all the Ra within the council; thus, if they rule that a Ra must be stripped of their power, then they will lose that title.
History
Before there were Ras, the title was Khan; a title given to the chief or head of a clan found within Dekarth. When Dekarth was unified, the title was changed to Ra to not only distance its past from the 'Perosian Era', but to further broadcast the importance of someone's full name by including the title within it.

Ra are often compared to 'Kings' and 'Queens' found across the human kingdoms, but even so, the Dekarti prefer to treat them as a completely separate affair. Ra are made of soldiers and generals that have proven themselves in battle, while the Dekarti often see Kings and Queens as earning their rights through inheritance rather than deeds.
