Reinhart was given his position in the hopes that he may be able to rejuvinate the faltering southern district church. He succeeded and saw the church brought back to financial stability under his guidence.
However, he is rumored to have accimplished this by charging for services provided by the church and driving elven members of the community away, leaving more funds avaliable for human perisheners and orphans.

Reinhart never explicitly states that he witholds funds and resources from elves. He might make remarks about how Sun healing should be reserved for extreme injuries or question if food or other resources can be spared when times are so tough.
