Depending on the material the tag is made out of - it is meant to be light, hypoallergenic, resistant to rust, tarnish, and corrosion. Stainless steel is the popular choice for a tag.

Rarity

Incredibly common.  
While it is not enforced that Bya or lower Shra wear their registration tag, it is almost universally culturally acceptable or expected they do. Its significance is almost ingrained in vnou culture no matter the origin, especially since the Reconstruction and the unifying of vnou culture.
 

Base Price

The first stainless steel tag - produced by the government - is free and provided when registration is filed with no customization. If there is any alterations or customizations made, it's usually made after and as a separate tag.   Nobility tend to spend a significant amount on their tags and it reflects the particular metal or material associated with their name. Common vnou will splurge and get silver or gold tags, depending on how wealthy they are.  

Significance

Vnou are a people that are dependent on connections to one another. A basic aspect of their mental well-being is the Shra Pull: the want to find that other vnou that fits. A soul mate. Someone they will form a mental connection with that will last until death. It is a sacred bond amongst the vnou and has been a part of their evolutionary development, a sort of balance to their mental prowess concerning illusion, charm, communication, domination, control, manipulation, and influence. A bond that had evolved to protect the weak from the strong.   Tagging became a visual representation in less civilized times to designate to others when a mind was off limits. Partial ownership, partial ceremonial bonding, depending on where it was. In present day, it is usually a display of pride, respect, and affection for whomever the tag-holder is and less about ownership. Especially given the very intimate relationship that has always been between the tagged - the Bya - and the holder - the Dha.  

History

Before the Reconstruction, tagging was a regional, cultural affair. It wasn't exactly tracked but there had always been an indicator as to whether or not someone was Connected. Tagging was one of the main ways, though there was no universal system in place. Throughout vnou culture and history, it's taken the form of rings, necklaces, and even clothing styles.   It was the start of the Archive of Shra, around the year 824, that the ear tag started to become the more wide-spread and accepted way of denoting a Bya. This was pushed, largely, because Shwazen/Zhu'Shpazh was one of the driving forces behind the Archive's creation, even though its initial purpose was to track bloodlines. The Archive became a way for nobility to track particularly low Shra to try and pair with their high Shra, then eventually a way to track and cull high Shra that could not be controlled.
