Dwarf Clans

Nearly all affairs in Dunheim are controlled by one of the dwarf clans. Each clan owns / holds a large share of many different mining operations, stores, trade caravans, and trade professionals. Each clan contributes a share of their funds and manpower to the policing and military forces of Dunheim, and each has representatives in the royal court. The clans elect the king of Dunheim, who then goes to form their own clan apart from their original. They are a bit like competing, officially recognized mafia but with (theoretically) less bloodshed.
