Alzira
The capital city of Khavica and easily its most populous city. It, more than any other city, embraces Khavica's ethos of greed. It is home to corrupt merchants, unscrupulous criminals, and bickering guilds, ever hungry for more wealth and power. Justice is something to be bought in Alzira, and legal officials are something to be bribed. Almost anything that one could desire can be found somewhere in Khavica.
Government
Alzira, like the rest of Khavica, is ruled by the Merchant Lords. The six seats are held by House Arboix, House DeRolé, House Modolell, House Malé, [House Ralbyn,] and [Giant Banana.]
Just about anything was acceptable in Alzira and actions that would be illegal or immoral in other lands is tolerated. What few laws that do exist are largely only punishable by fine and can be broken so long as the corresponding fine was paid, which often occurred before the offense. Murder, rape, and treason remain the sole exception to this, as the punishment for these crimes is always death.
Defences
Alzira has a garrison of 4,000 men stationed, a small naval presence of eight ships and crews as well as 900 trained sea-warriors, and each of the mercantile houses and families of the city controls from 100 to 500 (legal maximum) personal guards.
Industry & Trade
Arguably the most active trade port in the whole of Lamera, the ships and caravans never cease through Alzira.
Infrastructure
The streets of Alzira are well lit in the evenings, thanks to massive, halfling-sized street oil lamps. They are kept aflame by patrols of six civil servants armed with double-hooked metal poles and vats of oil.
Assets
Alzira is one of the busiest and oldest trade ports in Southern Lamera. Its buildings are generally well kept and rarely betray their age before they are eventually repaired or torn down and replaced.
History
The city was founded in 309 CY by the Mardin Empire with mostly Uthman immigrants. The empire fell in 395 CY and Khavica became an independent nation with Vallaghero as its capital, despite Alzira being the oldest and most established city (largely due to its distance from the Rakshasa-ruled lands to the south.)
Following the signing of the Golden Concordat, the newly formed Merchant Lords agree to move the capital to Alzira as both a gesture of shrugging off monarchism and to strategically control the trade routes going from Kemendira to Emberfell.
