Sarotarian Isles
The Sarotarian Isles are a widely scattered chain of islands west of Khavica and Ballardan in the Lucent Sea. Formerly a territory of Khavica, many of its islands lack potable water and were considered unfit places to colonize. The hundreds of small islands that can support life were taken over by pirates in 1487 CY who tend to prey upon the shipping lines Khavica, Ballardan, Uthmar, the Zhathair Enclave, and to a lesser extent, as far north as Emberfell.
Structure
The Sarotarian Isles are ruled by the Covemaster, who is elected by dues-paying captains. There is a strict law on the isles: If anyone double-crosses anyone else within the bounds of the isles, they will have the hammer of the Covemaster down upon them. Beyond that-- do what thou wilt.
Public Agenda
What little organization that exists in the Sarotarian Isles largely exists to protect their own, promote, and profit from piracy throughout the Lucent Sea.
Assets
Much of the infrastructure of the shipwrights and Khavican officials still remains on the isles, as do the dry docks, the harbor, and fortifications at Brineblood Landing. Most everything else held by the pirates is stolen, even down to the food provided to the islands.
History
The Sarotarian Isles were formerly under jurisdiction of Khavica. The island chains were important as a stopping and repair harbor from the mainland for long-distance shipping. In 1509 CY, the Dockworkers' Guild of Khavica had been involved in a rather lengthy dispute against the shipping magnates of Alzira that culminate in the Dock Riots on the 24th of Redfall. In frustration and retaliation, the guild rioted, stole several ships from the Alzira Docks, and ransacked the isles.
