Belton North and South were intended to be one extended city, and in some ways this is true. Technically, they fall under one Governor that oversees both cities and the law is the same for each city. But due to the cost of living, it has naturally divided into 2 cities and Belton North is the wealthy version. The people of Belton North look down on residents of Belton South and prefer not to associate with them. However, the wealthy also prefer to avoid manual labor so workers from Belton South are brought in daily. In the fields between cities, one of the greatest wine and ale companies on the west coast makes its home. The Coldwater Brewing Company.
One thing that sets Belton apart from other cities, save for Krellmar, is legal slavery of orcs and gnolls. Though Belton is in the province of @Arwahl, they are granted the freedom to operate their city as they see fit. There are some who oppose the idea of slavery here but the vast majority of Belton North supports it.
