League of Preservation

Favourite pastime - wrecking things.
It is hard for a small nation to survive in this world. The Hummish city-states learned that the hard way when the Ardenian Empire conquered them one at a time, and now the Kingdom of Eire is out to do the same. So does that mean that we are to abandon our freedom and let one person rule all our lands? If your answer is "no", then the League of Preservation is where you ought to be.   Some people say that the League is a loose confederation of states. Others say that it is an alliance. In truth, it is a bit of both. The League unites dozens nations of varying sizes, promising strength in numbers. Should any member of the League be attacked by an outsider, they may rely on all other states banding together to repel the aggressor. There are only a few rules present in order to insure all members' safety, and each nation is left to its own affairs. Although not formally recognised as such, the League of Preservation as a whole is sometimes considered to be the third great power in the Old World.

Structure

The League of Preservation has no permanent governing bodies and no officials. In fact, it does not even have any regular meetings. Instead, all decisions concerning the League affairs are made by a Conclave of its members, likewise called Conclave of Preservation in official documents. It consists of representatives from each nation and is led by an elected president.   Any nation can call for a Conclave meeting at any time, usually to either invite new candidates into the League or to discuss external threats. Sometimes, Conclave is summoned to judge actions of individual Conclave members. The issues to be discussed must be clearly stated beforehand and included in the notification, so that member nations can send a representative best suited for the occasion. No new issues can be brought up once a Conclave has started, although additional Conclaves can be called right after or even during this time.  
Imagine going through hardships of travelling across the entire continent to arrive and find out that everyone has left already.
Of course, time is of high importance given the League's nature. If Conclave takes a year to decide, the invasion would likely be over already. It is generally expected that Conclave gathers within a month of its summon, but informal talks among representatives start the moment they arrive. In serious situations, nations sometimes start raising their forces even before a decision has been reached, which becomes official once two thirds of all nation members vote in support of it. Nowadays, some nations argue that this rule is unfair towards the more remote ones and demand no decision be made until after all representatives have arrived.

History

The League of Preservation originated in the Hummish revolts which occured throughout the Ardenian Empire for much of its history. It is the Hummish culture to live in smaller, independent communities rather than large nations. This trait has often been cited as one of major reasons why Hummish uprisings would often fail, for imperial generals would often saw discord between rebels and defeat them one at a time.   The organisation itself is relatively young, all but a century old. The League of Preservation was first proclaimed during the initial clash between the Ardenian Empire and the Kingdom of Eire, and has generally kept out of two great powers' fights unless one of two sides forced its hand. The lands prospered after many decades and centuries of constant struggle, and the League has been rapidly gaining power across both the Old World and the New World.
