Culture

The Rockport government has always existed more as a formality than anything else. It is only in the last 30 years or so that the government has taken a more proactive hand in the town's affairs. Still, it has primarily focused more on caring for the poorest citizens than enforcing laws or attracting rich patrons. The King of Neverwinter attempted to change that by installing his hand-selected candidate as mayor, but Brilies defeated him in the election.

Neutral

The cult asked Rockport for help when they were being threatened by bandits and Brilies got the party to help them.

Friendly

The Rockport Government is essentially responsible for setting up the fishing industry and invested heavily into it. The Government takes a portion of their harvest and distributes it to the citizens of Rockport, but it has also guided the Guild in finding craftsmen and other necessary services who are willing to be paid with extra fish.

Tense

The Craftsman Guild is allied with the Merchant's Guild and has been for a long time. The leadership support the merchants' push for enforcement of the monetary system, but the rank-and-file members see the writing on the wall and have plenty of skills to trade with.

Strong Disagreement

The Merchant's Guild wants the government to enforce the old monetary system and the government has said that they have more important things to do than forbid people from trading apples for cloth.
