Il Uzul is considered to be the forefront of technology in the region, known for its competent artificers. It is ruled by the church.

The Black Hand is the secret police of Il Uzul and the power behind the matriarch royalty of the capitol. Despite being a secret organization, it is common knowledge that unfavored denizens or outliers in Il Uzul will "disappear" in the night via the volition of the Black Hand. Few people understand the inner workings of this political machine.

"The Fingers" are agents of the Black Hand. Ill Zat, Supreme Officer is the leader of The Fingers.

Maha of the Shoe has had direct dealing with the Black Hand when their entire Artificer workshop was taken in the night, years ago.
