New Angeles
New Angeles being referred to as a city can be quite misleading. It has become more like its own country. A Sprawling Megalopolis with twelve different districts, each of which is distinct. From there one must differentiate further into Plaza Level and above, and what lies below. Looking at a map of Ecuador 'today' you may wonder where is the twelfth district? ... Well wonder no more It lies at the end of the Beanstalk, on the Moon. The space elevator itself is the whole reason this city became what it is today.
In addition to the official districts, New Angeles is also comprised of neighborhoods that have spread past the city's borders and into Ecuador itself. Parts of the ever expanding city that have not yet been officially claimed lie in a precarious place legally speaking. Much of Ecuador believes that these outliers, while officially in Ecuadoran territory, should be New Angeles, and therefore their problem. However, the reality is that the NAPD has no jurisdiction in these neighborhoods, and neither does the government of New Angeles, leaving these individuals, who most often work within the borders of New Angeles, out in the cold.
