In the days of the kingdom, the king's children, once they came of age, would rule Ak'tawo as practice for ruling the greater empire. Later, a mayor was chosen by the ruling establishment to govern the city.

Steep hills act as a natural defense, and lackluster granite walls guard the most important parts of town.
Industry & Trade
Wlitowa is near the south of Wouraiya and far from standard sea routes, so trade only came from the natural resources it harvested and the goods it produced. The city was forced to specialize, but even then the city's population far outweighed its worth.
Infrastructure
A large palace, war memorials near the shore, and thriving ports cover the landscape.
History
Ak'tawo was once a fishing village, but waters receded and the town gained a strategic placement overlooking the local countryside. Prominent familes turned into a council of nobles who ruled the city-state. Among these nobles, the Wlitowa Dynasty purchased surrounding farmland and expanded to all corners of the continent, forming the Wlitowa Empire. Their house grew, and soon the council at Ak'tawo was forced to cater to their demands. The council was replaced with the children of the ruling dynasty, and trade grew the city in spite of their leadership.
