Public Agenda
Officially, the Tongir protect Wlitowa's morality, proactively shielding the innocent citizens of Wlitowa from evildoers. Practically, the Tongir silence dissent against the Wlitowai crown by any means at hand. They do this under the guise of sheltering the princess (assuming the monarchy has one at the time), to keep her precious eyes from seeing evil actions and her ears from hearing evil speech. Regardless, they answer to a minister within the royal administration, and sometimes directly to the king.
History
The Tongir learned at the beginning of their history that simple death would not stop the republicans and the revolutionaries of Wlitowa. They only did so when they new that the death of the individual would not get out. Certain dissidents leaving the nation to garner attraction abroad would meet with particularly nasty storms, for example. The Tongir preferred, however, to discredit their adversaries as best they could. They would accuse their adversaries of all manner of crimes, real or false: perversion, corruption, misuse of trust. In many cases, they would tie the assumed-guilty to a board, then hang the board by a pulley system with the dissident facing downward. The way the ropes loosely held the board provided the ever present danger that the board would fall down, crushing the victim between heavy wood and the stone ground. Even if the victim did get out, the fall from the board would kill him. This spectacle was on display in the most public areas of Wlitowa.
Of course, this was saved for rare occasions. On the other side, a political opponent could be bribed out of resistance, with money or a position. A flipped voice was always more useful than a silenced one, the Tongir believed. If not, there was always torture. Brutal executions were reserved only for the strong-willed.
