It is generally accepted that every individual item has a level of magical energy attached to it. For most things, this is typically an almost negligible amount, and it is only very rare cases where an item has even a detectible amount. The exact reason for this variation is unknown, however, some theories include that the amount is determined by 

1. Some extremely complex natural arrangement (i.e. The Grand Plan)
2. Their connections to various deities and otherworldly beings
3. Own beliefs, whereby items with higher magical capacity is due to our belief in it having higher magical capacity
4. A completely random process

This phenomenon has captured the interests of various researchers, including The Grand College and the House of Order.
