Foreigner's Docks

Cut off from the city, the area immediately adjacent to Estalia's docks is the home of many non-Estalians. Although Estalian citizens can travel to and from the quarter, the Foreigner's Docks is the only portion of the city of Estalia which is freely open to foreigners.
