Setreata
Setreata is a famous pirate settlement located north of the Shattered Skies, on a 3 mile wide floating island. It is the agreed upon neutral zone of all pirates, a place where looting and plundering is banned, which is all collectively agreed upon since there are no governments for pirates. There is no stable population of this settlement, as most, if not all pirates live aboard their airships and therefore don't settle in one location. The population of visitors increases in the summer due to the higher temperatures. The buildings are not run by specific people, but volunteers come and run them for a few weeks at a time.
Demographics
Only pirates inhabit this settlement, and never permanently. Pirates from all over the world, regardless of age, wealth, class, can visit this settlement. Setreata was designed to bring together pirates, since their entire lives they are fighting with each other.
Infrastructure
The colony settlement is built from large planks, randomly placed to form building-like structures. Pirates have no experience building other than airships, so the buildings just stack on top of each other to form a very unstable pyramid. However, what they have done is created areas where you can shoot your grappling hook at a wooden pole, and swing down so you can get across areas faster. To provide better shelter, they have built big boats and upturned them, creating nice safe houses for amorous activities.
Tourism
The settlement was not only built to provide a neutral zone, it was also built to release stress and feel pleasure. Amorous activities are more than welcome in the abundant upturned ships, and if you see a green flag on a ship that means it is free to use. Various gambling bars have also been created, which draws in a shocking amount of pirates from around the world. As well as this, the most popular sight is the humongous ball pit in the centre of the settlement. This ball pit is 2 feet deep, but at least 50x50m. This is for the people who don't want to drink, gamble or perform sexual acts, but also want to have a fun time.
