The Outlands is run by a local Jarl, who owes allegiance to no king, Ivar Goblinsbane, who inherited the title from his famous father, Cnut the Beardless. Ivar has maintained an open trading relationship with Mariarion, running boats up the Modervand river to the city of Skoverion. Ivar, in his desperation and frustrating inability to save the city or bring in more warriors, has turned to alcohol to drown his sorrows and is remarkably drunk all day, everyday.
