Packard was one of the founders to explore the East side of Abyslo. He is considered The First, The Father, or simply Elder. After a falling out with the original exploration group Packard takes up the title of The First and claims he is the strongest trainer on the east side of the country. This claim began the first steps toward the modern Pokémon League as of 1880.

Packerd Quickly became the first stop for many new trainers traveling from West Abysslo. Still garnering a following, Packard suddenly losing again to Gretchen Humbug from Worren finds himself playing second fiddle to Stanly and Gretchen who was getting leagues more support as the trainers who beat Packard then Packard was just being Packard.
 
This was the start of The Top 3. Packard still attempting to find a way to hold the spot light recruits Stanly and Gretchen as a group. Using The Top 3 as a Trial gave each town a huge boost in popularity as foot traffic sky rocketed.
