there is a monthly supply shipment from io settlement to the outpost
wizard indicates that the outpost was updated by the sarkrel but its original maker was favian, formerly warlike alien race that have turned to manufacturing/exporting tech, ships but not weapons <-- arborhawk has some sort of connection to that race (they created arborhawk with rogue scientists) -- known for science and technology
karel-ess were interfered with somehow, minor species that is little known; had a catastrophe a hundred years ago; quiet, secretive
their records show that they observed wizard and sent out fighters in response but then they saw us in the atmosphere
this base was setup prior to fusionator's origin, as setup by tessa kavush; the sarkrell are awaiting kavush's return and are following her final orders
kavush's faction is a small breakaway group of followers
guardian digs into general kavush's personal records: strong disagreement with arka poscira (leader of the settlement) as tessa wanted to militarize the settlement (send everyone to training) and set herself up for a power grab; arka was more patient in the plans; the plans mention going back to the homeplanet of the karel-ess and to conquer it; arka is very religious to their savior (sargantanas tessa was exiled instead of being outright killed; tessa believes that the people love her and support her, calling arka a fool, and she was probably given lenience because of that
guardian proposes taking wizard to the settlement and do reconnaissance while being obscured by jupiter's rings, allowing the outpost to fall into jupiter and destroying it <- scuttle!

monitoring the settlement: 45,000 in population; domed city, probably cloaked but we can still detect it

communications being picked up re: mining operation and the energy signature of a unique metal used in the creation of interstellar spaceships

detected 4 cruisers, 5 fighters: favian design that's been updated by karel-ess and then modified further by sarkrell
poe asks if there are other megastructures/abandoned crafts outside the dome; wizard surmises that they converted the ship into their home; i.e., one-way trip
wizard informs us that a call to worship is going out and a priestly class of inhabitants (about 100) are gathering at the temple; 1000 inhabitants are armed, the rest are workers or civilians
we are going to communicate a report of our findings and see how the earth responds (and what course of action they recommend)
