The Bandits of Fargon II

We have arrived in Fargon.
 
Something is not right.
 
But I'm getting ahead of myself.
 
First a bit of catchup.
 
We gained one and we lost one. The birdie, Kisha, had to depart on important affairs but we have gained another géroun, Henriq. He was sparring the Prexyanns and dispatching them with ease, so I squared off against him as well and he kicked my ass, too.
 
I like him, I'd like to learn a little more from him.
 
After that we reached Fargon, and I was approached by a child who must have thought I was her father, because she looked very disturbed when I turned to face her and happened to not be. She then thought I was there to save her father. I told her I would try, and gave her a coin to cheer her up.
 
Vicar Feresco, the governor, explained to me that the girl's father stole money and a dlintiarna, and got sent to Irisport to pay off the debt. He got in some fights while there, and had his sentence extended.
 
What's strange to me is Fargon looks fine, well, except for the governors mansion, which has broken windows and which he says still gets pelted by rocks from time to time.
 
Perhaps these bandits are more than have been described. Is bandits just another term for disenfranchised workers?
