Kotsilis
Kotsilis is an Oceanic planet with no landmasses of note, although most of the ocean is rather shallow at around 20 meters deep. There is a several million strong civilization of humans on the planet that live on floating cities. The Native ocean life is generally non-dangerous to the large cities or ships, but can be deadly to swimmers.
The government is a planet wide one, with outsiders mostly consisting of outlaws and pirates. The government consists of a consul made up of the leaders of each floating city. Individual cities determine their leaders through their own means, ranging from democracy to monarchy to corporate owners.
The people of Kotsilis are extremely Xenophobic and refuse to have contact with those from other systems. The only people likely willing to deal with such people or the nomadic outlaws.
