The Rustlers
Structure
Owen Wren tends to take charge and organise night rustlings in the farms within the city walls. They are a small team but Owen organises them well and effieciently.
Culture
They pick off one or two livestock every now and then and use all of it to try and keep up with the shipments of hunted goods from outside the city and the The Gentlemen's Hunting Club's personal hauls. They are not succeeding.
Public Agenda
No one except for those involved in the Edjudence Hunter's Guild know that its this group specifically picking off livestock and most of their fellow guild members don't want to turn in their friends and allies, understanding their frustration. Thus their existence and the missing cattle is a mystery to the few guards not forced to work on rooting out mages.
