Halia City

Halia is a city in the Halian Sea, populated almost entirely by Tritons.

Structure

Halia City is a semi-autonomous area governed by a governor appointed by the Imperator. When the governor dies, steps down, or is dismissed, a vote is held, which serves to inform the Imperator of the public opinion in Halia. Other than choosing a governor, the Imperator so far has not interfered in Halian business very much.
