Kratas

Kratas is otherwise known as the City of Thieves. It originally fell to Horrors during the Scourge, and the Theran owners did little to protect the city. A hastily constructed dome of enchanted earth provided shelter for those left in the city but when the first explorers discovered Kratas they found the city abandoned and the dome shattered. Since that time, the ruins have become a haven for bandits, rogues and treasure hunters. The city is built mostly on the side of Kratas Mesa , save for the neighborhood of Clifftop . At the gates, the members of the Force of the Eye charge each person wishing to enter the city a fee of 10 silver pieces. The amount of time spent in the city is unimportant, whether it be 10 minutes or 10 days, all pay the fee or they do not get past the city walls.   Today, the city is largely lawless and independent-minded. It is the black market hub of Barsaive. With enough time and money, one can find just about anything. While slavery is frowned upon by Garlthik One-Eye , even those can be found if one knows who to ask and where to look. It is also a good place to hire assassins, spies and mercenaries. Even information unable to be found elsewhere can often be found here, if one is willing to pay the price.   The gang known as Brocher's Brood , lead by the exiled Blood Elf Vistrosh , is the biggest challenge to Garlthik's control of the city. The gang is technically banned from the city, but they defy the ban and operate anyway. There are occasional raids by the Force of the Eye into places rumored to be Brood friendly, and occasionally they some members are taken into custody but Vistrosh himself has managed to avoid capture thus far.

Government

There is no true government within Kratas. The closest thing the city has is the Force of the Eye , who don't so much run the city as they protect the non-criminal elements and ensure that food and supplies make it into the city without significant issues. Beyond that, gangs are allowed to oeprate more or less as they wish, provded they don't cross Garlthik One-Eye or the Force of the Eye.

History

Kratas was once a citadel but fell during the Scourge. Shortly after the Scourge, explorers seeking riches in the ruins settled in Kratas, discoering that it was easier to raid surrounding areas. Various bandit gangs carved out bits of territory within Kratas and word spread that it was a good place for those who did not fit in elsewhere. More scoundrels made their way to the city and a complex network of rivalry, alliance and betrayal became the order of the day. Though the city was very rough, merchants and others who sought more legitimate business practices began to move in. After discoering Parlainth, Garlthik One-Eye decidd to retire and arrived in the city. It wasn't long before he had created his own gang, the Force of the Eye .

Architecture

Kratas is a city that is constantly being rebuilt, using whatever materials are on hand. Some buildings are in poor shape and seem derelict (but that's likely a deception) while others appear to be a mish-mash of other buildings used to repair portions of the base building.
