Cities, towns, and villages within the tundra are broken up it many sections and a lord or lady who owns that land oversees that section.
Defences
Unlike most capitals Zoaging is not protected by a massive wall or magical barrier, it is instead protected by the many Samurai and Ninja families who live here. Those who can not use magic spend absurd amounts of time training and learning to fight against magic users. Learning how a vast array of spells work to prepare themselves for anything, and if that is not enough many of them are equipped with Tewhatium blades. A type of metal that once refined is able to cut through many magical shields and barriers.

History
Founded by Shau Fe the original emperor. Shau Fe believed in the decentralization of power so he began to appoint individuals he trusted with power to be lords and ladies across his new city. Many of these families have deep loyal to the Shau Fe's family but when his family was killed out during the first wrym war some had a hard time coming to terms with their new leadership. However as is the way of the Gleaians, many began to trust their new ruler. Yun's father did all he could in his short time left on this world to mend the broken relationships the death of his brother left. He did all he could to set his daughter up for success, and for the most part he was successful. The majority of the nobility trusts and respects Yun as their ruler, however a few families have been rumored to still be quite skeptical of Yun even after all this time. Many of Yun's advisor's encourage her to watch her back around much the nobility unsure of who she can truly trust or not. Not only Zoaging but the tundra as a whole was devastated by the Reckoning. Yun put forth all her effort and called in as many favors as she could to help rebuild her empire as fast as she could. Many recognize the great lengths she went to do so,but in doing so she plunged her country into the debt that they are constantly trying to climb their way out of. Many understand why this was necessary but some blame Yun for the countries massive debt and worry that it will plunge them into a situation they want not part of.
Tourism
Outsiders are very welcomed within Zoaging. Many believe others showing interest in traveling to the their home is a great sign of respect and that respect needs to be repaid. Citizens do what they can to show hospitality to all those who venture here and they always try to learn whatever they can from outsiders.
Architecture
Heavy materials like stone, mortar and clay were abandoned as building elements, with simple wooden walls, floors and partitions becoming prevalent. Native species like cedar were popular as an interior finish because of its prominent grain, while pine and larch were common for structural uses. Brick roofing tiles and a type of cypress called hinoki were used for roofs. It was sometime during this period that the hidden roof, a uniquely Japanese solution to roof drainage problems, was adopted.
The increasing size of buildings in the capital led to an architecture reliant on columns regularly spaced in accordance with the ken, a traditional measure of both size and proportion. The style was characterised by symmetrical buildings placed as arms that defined an inner garden. This garden then used borrowed scenery to seemingly blend with the wider landscape.
Geography
For most of the year, the tundra is a cold, frozen landscape. The Tundra has a short growing season, followed by harsh conditions that the plants and animals in the region need special adaptations to survive. The Tundra regions typically get less than 10 inches of precipitation annually, which means it is also considered deserts. They have long, cold winters with high winds and average temperatures below freezing for six to ten months of the year. On average, only ten to fourteen weeks of the year have sufficiently warm temperatures and long days for plant growth. The soil in the tundra is largely permafrost or soil that remains frozen year-round, leaving only a thin surface layer of thawed soil in summer for plant roots to grow in. Tundra soil is also scarce in many of the nutrients that plants need to grow. These conditions lead to one of the tundra's most distinct features: They are largely treeless. Instead, the tundra has patchy, low-to-ground vegetation consisting of small shrubs, grasses, mosses, sedges, and lichens, all of which are better adapted to withstand tundra conditions
