The Illegal Substances of The Continent

Although it is difficult to outlaw most substances, and prevent many from acquiring said substances, given their medicinal uses, they are outlawed nonetheless, given their dangerous side effects if consumed in large enough doses. Different substances are outlawed in different regions of The Continent. Below includes a list of the substances, what they are used for outside of its recreational uses and where they are outlawed:

Cannabis | Used to calm a patient, and as a slight painkiller | Alderhardt, Knaeva 

Magic Mushrooms | No medicinal purpose, often mistaken with other fungi | Everyone except from Kingdom of Salardia, due to its lack of effect on dragons.

Milk of the Poppy | Used as a sedative in small doses | Only illegal if it is had without dilution.

Pixie Dust | Made as an addictive, processed substance, induces hallucinations | Illegal in all regions.

There is quite a trade in these substances, and many have built their economic empires because of the money it can make. This has become less common now, given the influence that The Azure Owls have on almost all aspects of crime; however, money can still be made from this trade.
