The Plague of Thieves
Based out of the underground of Zafeíri, the Plague of Thieves is the only crime organisation that could match The Azure Owls, at least in their local area. Known as one of the worst, most immoral organisations in The Continent, they are one of the few that are ostracised in the relatively lax country of The Tirmari Archipelago, going to any extreme to take what they want, resulting in stories of innocents being tortured and murdered for the organisation's goals, committing what would be war crimes, if they were ever at war.
Not much is known about the inner workings of the Plague; however, what is known is that the organisation is made up of wererats, using the underground tunnels to steal from the many merchants and nobles above. There are a fair few boogie man-esque stories surrounding the Plague, such as the kidnapping of children in the street, after dark; however, there is little evidence for this, as the Plague are thieves, nothing more, nothing less.
What makes the Plague as feared as they are is their tribal, animistic approach to much of their operations. They aren't the kind that are known for quick, in and out operations. They do not care for planning. Like rats, they swarm, sending dozens of thieves to a single location, taking everything they can and killing all that stand in their way, like scavengers running to pick the meat from the bones of a slain corpse. This is rarely done in Zafeíri itself, because of the likelihood of open warfare occurring in the streets, so merchant caravans are often attacked instead.
