So, blinded by the possible wealth, slumbering inside these inhumane acts of selling of their shrunken people, the Shrunken Department secretly began to effectively advertise and endorse these desire-driven businesses.
In exchange for just a little cut of their bloodstained earnings.
And with the idea of owning, or even consuming a Shrunken, growing more and more popular amongst the now curious public, the original legal supply line was soon no longer enough, to keep this rapidly expanding empire stocked.
Which caused a scarily fast thriving black market to rise from the shadows, offering not only faked Licenses of Consent, but also a service of capturing entire boxes full of unwilling Shrunkens. To make sure that these immoral businesses are kept well supplied.
