Umala
The people of Umala? Please, there are no allies there, they wage their own war on piracy, creatures of the deep and the sea itself. Yes they are favored by Kord but you will not find an organised navy there. No, you will instead find a rabble of people who barely follow the letter of law and decency enough to not be pirates, they wage a war with nature because they know nothing else!Umala is barely a society. They are dominated by an individual known as the pirate king who named themselves that for their habit of forcing a pirate to kneel at their feet before execution. They build ships, accept any criminals that wish to be given reprieve and a chance to not be thrown into the nearest jail and represent some of the best sailors to grace Rasmorae. Are they disciplined in the way an army's navy is? No. But many ships would pay 10x the average crewmans wage to get a single man from Umala to protect them and see them through the dangers of the Umala coast.

Demographics
They are a petri dish of races. They care not for race, inquisitor, legal mage or Aist mage... if you have fire, perseverance and the desire to battle the creatures of the sea then you will be accepted.
Go there under the pretense of imposing order on Umala or insisting on behalf of the elected crown or Aist mages then you may very quickly find yourself kneeling at the throne of the pirate king.
Government
The pirate king is unchallenged since the finding of Umala and, while the people of the Umala coast answer to the pirate king... The feeling is not returned. Umala is often seen as a warlike dictatorship in this respect by the kinder Alturis officials, though most see it as a barbaric landmass ruled by a mixture of fear and piracy. The truth of the matter is that Umala runs in a very similar manner to a large ship. The Pirate King is the captain of that ship and, whilst they possess quartermasters and cooks, they all answer to the pirate king and, more importantly, whilst various ships have various captains, when they are in Umala they are all crew in the Pirate Kings eyes.
The Pirate King is a Wood Elf of incredible build and strength and a surprisingly sharp mind. They are also respected due to being the one person other than Ardeth who is capable of communing with Kord the Stormlord.
Defences
Umala's aggression and lack of organisation is honestly their best defense, they are impossible to keep track of, impossible to master and are skilled at efficiently killing the beasts of the sea that would seek to destroy the island.
Infrastructure
They live off of fishing in their spare time, a non existent economy and the treasure they claim from the Umala Coast. Their only real business is taverns which are protected under the jurisdiction of the Pirate King as long as they contribute gold and support to all of Umala and their cause.
This has given them a strange culture.
This simple infrastructure however has led to them being rather behind a lot of Alturis, they don't possess an abundance of mills or roads, carts are hardy things and they lack horses whilst there is also no guard presence to speak of as well as no sewer system and a heavy reliance on clerics and druids to purify and create drinking water.
Their lack of organisation and structure is part of the reason they are seen as a disorganised rabble by the rest of Alturis.
Assets
The Umala assets are constantly changing and they don't really keep a treasury. Whilst each ship has it's own treasures and wealth on board they are not stored in Alturis. Wealth is often used to either pay tavern keepers who pay their protection costs and buy whatever meats the Umala ships bring in from them. In the rare situation that the city of Umala has an abundance of money in their treasury such as from a series of pirate captures or a monster being killed that had a heavy amount of loot in it's lair then often the Pirate King will send individuals further into Alturis to investigate ways to improve their offensive capabilities. For this reason, Umala pirates can on occassion be seen in Blackstone and often forge a good relationship with the artificer soul faction.
The Pirate King also notably keeps their own ship funds that they can use to hire external help in dealing with monstrous threats, often making deals with the the Claret Order for their unique skillsets and expertise.
History
The Pirate King claims Kord led them to a single lightning scorched piece of earth 20 years ago and instructed them to build a space to reclaim the sea from there.
They led their own crews at first and eventually, as all things do when dominated by a strong individual The Land of Umala grew into a space of chaos, companionship and sea battles.
