The Council of Flames
The Council of Flames is the highest governing body within the Ashen Kingdom, second only to The Phoenix herself. Established to manage the day-to-day operations of the vast empire, the Council serves as both an advisory and executive body, ensuring the stability and prosperity of the Ashen Kingdom. The members of the Council are chosen from the most elite and knowledgeable figures in various fields, ranging from magic and science to military and economics.
Duties and Responsibilities The Council of Flames operates both as a collective and through individual roles to manage the extensive needs of the Ashen Kingdom. Their duties include: Policy Formulation: Developing and implementing policies that align with the kingdom's goals and The Phoenix’s vision.
Advisory Role: Providing strategic advice to The Phoenix on matters of state, warfare, technology, and more.
Judicial Oversight: Ensuring laws are upheld and justice is administered fairly throughout the kingdom.
Economic Management: Overseeing the economic health of the kingdom, including trade agreements, taxation, and resource allocation.
Military Strategy: Planning and executing defense strategies to protect the kingdom from external threats.
Technological Advancement: Promoting and regulating technological innovations to maintain the kingdom’s edge.
Cultural Preservation: Safeguarding the rich cultural heritage of the kingdom and promoting arts and education.
Influence and Power The Council of Flames wields immense power within the Ashen Kingdom, often making decisions that affect the lives of millions. While The Phoenix remains the ultimate authority, the Council's influence ensures that the kingdom runs smoothly. They are respected and sometimes feared, as their decisions can have far-reaching consequences. Historical Impact Throughout the history of the Ashen Kingdom, the Council of Flames has been instrumental in shaping the empire's destiny. Their collective wisdom and strategic thinking helped navigate numerous crises, from internal rebellions to external invasions. However, their power also made them targets of intrigue and power struggles. Several notable incidents in the kingdom's history, such as coups and conspiracies, were linked to factions within the Council. Despite this, their overall contribution to the stability and growth of the Ashen Kingdom is undeniable. Legacy The legacy of the Council of Flames is one of both grandeur and caution. They represent the heights of what a well-structured governance can achieve, but also serve as a reminder of the fragility of power concentrated in a few hands. Their contributions to the Ashen Kingdom’s glory and their role in its eventual downfall make them a complex and integral part of the kingdom's history.
Structure
The Council of Flames was established as the Ashen Kingdom expanded and required a more structured and efficient form of governance. The initial formation of the Council was guided by The Phoenix, Samantha Hawthorne, who selected individuals based on their expertise, loyalty, and vision for the kingdom.

High Alchemist: Expert in alchemy and potion-making.
Master Healer: Head of health and medical services.
Minister of Foreign Relations: Overseer of diplomatic relations and alliances.

Disbandment
The eventual downfall of the Council of Flames came with the fall of The Phoenix. As Samantha Hawthorne’s focus shifted increasingly towards her experiments and quest for ultimate power, the Council found itself dealing with the kingdom's troubles alone. The final straw was the catastrophic failure of one of The Phoenix’s experiments, which led to widespread devastation and rebellion. The White Dragon, a former ally turned adversary, joined forces with the growing Rebellion. In a climactic battle, The Phoenix was defeated, and her essence scattered across the stars. With her fall, the magical bindings that held the Citadel of the Phoenix aloft failed, causing it to crash and create the Bone Sea, destroying much of the kingdom's heartland. The Council of Flames, without their leader and amidst the ensuing chaos, could not hold the kingdom together. The Ashen Kingdom fragmented, and the surviving Council members either fled, were killed, or went into hiding.
