Neptea

Neptea is a country split into several pieces across oceans, and a country known for extensive rivers and waterways where it reaches into the mainland. Its cities are always full of canals and boats, and those native to Neptea usually aren't far from the waves, with the population clustering close to the coast. Nepteans are known to be sailors and swimmers. 
Neptea is a powerful state in the current Empire, and therefore a relatively loyalist one, on the whole.
