Shepherd
Shepherds are the lowest official rank in general Imperial society. Sometimes appointed by a Princess, a Shepherd rules over only a city, town, or village. He is still expected to fall more or less in line with the Princess's will.
Qualifications
It is generally expected that a Shepherd has some existing experience with ruling or leading a large group. Usually they will be a guild leader that is well-known to the Princess.
Appointment
There is little ceremony to appointing a Shepherd. There is usually a small announcement ceremony that consists only of a Princess and her appointed Shepherd standing before the people of the city and announcing his name, title, and the anticipated length of his stay (which is usually indefinite, but occasionally pointed remarks about the Shepherd's life spawn will be made.)
Grounds for Removal/Dismissal
If you fall out of favor with the Princess above you, or openly go against her wishes, you an be immediately removed.
