Vicarion
When your Kingdom is bordered by mountains to the west, and the large rocky spires bleed fresh water into a massive basin, you can either attempt to climb the mountains to pass - or, you could sail up the rivers. Vicarion is the result of this train of thought, being the only settlement built around utilizing the waterways into and out of Sanctuary Bay. Originally, the town was used to move scouts and forces into the Worldspire Mountains, and as such was inhabited only by shipwrights and contracted sailors (who would eventually become Acarius' naval officers). As time progressed, and the orcish hordes were sent back into their hostile mountains, the settlement was forced to either become abandoned or adapt to become something more.
Now, Vicarion focuses on rapid ship transport between the northern and southern territories of the kingdom - making their money by charging whatever they deem fit to ensure shipments that would otherwise be late arrive on time. Other than rapid shipment, Vicarion also makes quite a bit of coin through its large freshwater fishing operations, and the building and sale of reliable freshwater pleasurecraft.
