Argonian Magical Use License
The document that permits the holder to use magic within the Kingdom of Argon. The act of issuing these licences began long after the reign of Cyr I, who had a strict policy of outlawing the practices of any magic. There are several grades of Magical Use Licence, each giving greater or special freedom of magic use depending on the grade. All licenses must be endorsed by the holder and are not valid for any other party.
Grade 0: Individuals with a Grade 0 magical use license may use magic indiscriminately. These licenses may only be issued by the King himself. Also referred to as a Magic-At-Will License.
Grade I: Individuals with a Grade 1 magical use license are permitted to use magic so long as it is not harmful to the public and with the condition that it is not unlawful in nature or disruptive to the public. These licenses are issued to foriegn diplomats that come to Argon and are issued by either the king or his council. Also called a Diplomatic Magical License.
Grade II: Individuals with a Grade II license are permitted to use magic in alignment with specific jobs, such as healers, alchemists, or royal mages. These licenses are issued by the Kingdom through approved establishments. Grade II licenses must be submitted through an application and there is a waiting period for approval. Also called a Magical Worker's License.
Grade III: General Magic Usage License. The Lowest Tier of License for use of magic. These licenses can be issued by any approved establishment in Argon, so long as the individual is put on the record and reported to the government as being a magic wielding citizen. Individuals with this level of Magical Use License may use magic in self-defence, in defence of others, or in cases of emergency(such as encountering an injured person that would require healing) or any other reasonable situation that would call for the immediant use of magic as a means of last ditch effort.
Purpose
Created to allow citizens the use of magic in society while keeping the use of magic monitered and to be used as needed.

Background
These licenses were created as a way for the Argonian Kingdom to give sanction certain mages officially.
History
With the national hatred for mages dying down, the King of Argon at the time and his counselors sought to use the magical population for the nation in areas such as farming, medicine, and national defense. This would eventually lead to the common folk of Argon mostly having a positive to neutral outlook of magical people.
Public Reaction
As these liscenses rolled out they eventually lead to the common folk of Argon mostly having a positive to neutral outlook of magical people. While Nobles outlooks haven't changed much.

Lifelong, can be revoked if abused.
