  The Corpse-walkers' vast criminal empire is ruled by a secretive inner council that calls themselves the Exterreri. It is they that pull the strings that order terrible murder and makes corpses dance. It is the Exterreri that hold the dark secrets that have allowed the Corpse-Walkers to become the power in the shadows they are. The Exterreri are secretive, letting their henchmen work in the light and take the fall when the noose tightens; only scraps of information exist about any of them. Even within the Corpse-Walkers, few knew more than myth about them.   Those who know of them believe the Exterreri search for something more than wealth. Something calls to them from the dark and the Inner Council seek it.

Crime and Corpses

 
Every puppet has a hand that moves it.
  The Inner Council controls the Corpse-Walkers and oversees the broad strokes of their organization. Each rules their own fief as they see fit and they coordinate only demand dictates. Day to day business is left to the Bones and enforced by the Reapers.  

Most of the Exterreri nest within the great city of Mharaji like maggots burrowed into a dead body. Others have struck out to other parts of the Inner Shell, fueling whispers among the Corpse-Walkers that all is not well within the Council.   Whispers that the disunity is spreading and Bones fight Bones over turf and ideas. Whispers that war is coming to the Corpse-Walkers.
  But for now, the Exterreri rule a vast criminal empire of fear. The schemes range from extortion to robbery and murder for hire. The Exterreri cares not from where the money comes as long as it keeps flowing. Bones are free to pursue almost any venture they care to with little oversight as long as they pay their tax - until they fail.      
As word of the Corpse-Walker spreads across Araea, Thaumaturgs has begun to seek them out to learn of their power; and some are using force to get it.

Mharaji

  The greatest city in the world, Mharaji is a metropolis in the darkness. A chaotic mess of caverns, tunnels, secret nests, and dizzying drops, there are a thousand ways to make a fortune in Mharaji - and a thousand ways to die.   The Corpse-Walkers were born in the splendor and squalor of Mharaji. Other, minor Exterreri exist outside the great Mharaji. Some have gone as far as Ahumahi to make their own way. With travel difficult across the expanse of Araea, such Exterreri can practically do as they please.   Most chose to remain faithful to the search of the Corpse-Walkers, and the fearful name spreads like a plague. Others desert and attempt to rule their own little fiefdoms of dread, always looking over their shoulder.

Three-Skull

  None of the Exterreri have delved as deep into the mysterious of their dark art as Three-Skull. None have gotten lost in the darkness as much as he has. Three-skull is an obsessive occultist and suffers from the dread Desolation, but his arcane power outstrips the rest combined.

Grandmother Death

  Grandmother Death wears two faces; one of the kindly grandmother who spoils her grandchildren and Bones. The other of a vicious monster, ruled by avarice. No other Exterreri control as many Bones or as much wealth as she does.

Marrow

  Once and always the first disciple of the Corpse-Walker's founder, Marrow has stayed true to their inscrutable master. Even now, with their founder degenerated into dread horror, Marrow continues the search, though with greater caution than his master.

Gilded Doom

  Born and raised within the noble families of Mharaji, the Gilded Doom's jovial and polite demeanor has put many to ease in their last moments. She cares little for the struggle between the Exterreri, seeking only more power to one day rule the great metropolis.

Stitcher

  Even the other Exterreri fear the Stitcher, but not for madness. Unlike Three-Skull, the Stitcher is in full controls of his deeds and actions but pursues them with unblinking, grim devotion. His cause is to fight death itself and the others secretly fear it is a fight he may win.

The Eater-Of-Dead

  Once the founder of the Corpse-Walkers, all that remain is abomination of corpse-fat, rotting flesh and hunger. Kept hidden deep within the Council's sanctuary, the Eater-of-Dead is a reminder that there is a cost to power.

There is always a price to power. Once a man, the Eater has paid it in full. Little remain but an amorphous abomination now, feasting on bones and rotting flesh.

  There was once a sixth Exterreri, a grim enforcer who delighted in violence and havoc. He is no more, slain by the Eternal Shrike. The other Exterreri never speak of him and to do so is to invite their wrath.  
If the Exterreri can ever be said to fear someone, it is the Shrike. They deal in death and claim to rule it - what power do they have over one seemingly deathless?

Y'know, I've read a few of these corpse-walker articles so far (and they're all fantastic), but I've failed to mention just how wonderfully worded this bit in the sidebar is:

Damn that's good.   Honestly, the whole corpse-walkers empire is great! Love the inner council too, there's so many interesting members of it. I'm working my way slowly through reading each one.   Question that popped up as I was reading this article though -- does the inner council have a meeting place, headquarters, or base of operation? I see a brief hint of the "Councils Sanctuary", and I'd love to read more about that. I'm also really curious as to the extent of the Corpse-Walker's criminal territory, and to see how far it's spread through Araea. Though, I assume that might be in the main Corpse-Walker article, not the inner council! haha.   Great work as always Q! Fascinated by this criminal empire.
