Wiltarn Federation

The Wiltarn Federation, commonly known as Vyras by its inhabitants, is a massive nation inhabited by many of the humanoid races. Elves live to the south, with its dense forests and marshes. Humans live to the east, where the vast plains eventually end, and hills and marsh begin. Within those hills live the dwarves in their remote mining communities. Halflings tend to choose to live in the west, where the coast brings warm climate and its comforts, but avoid the north where goblins may encroach on those comforts. The central area is filled with vast marshes and many lakes, and the races intermingle here, living together in peace and unity.

Structure

The nation is split into four large provinces, each with its only varying interests, and they send representatives to the capital Wiltington. The provinces are the following:
1. Ozryn: makes up most of the west coast and the western hills, largest demographic is dwarves followed closely by halflings
2. Central Vyras: central province containing the capital, most powerful province by far but this is allowed since it contains a little bit of all races to pursue their interests.
3. Arna Tirion: Southern province with the largest demographic being elves.
4. Emelle: Eastern province with majority humans followed by dwarves and halflings.

Culture

Many different races live in the land of Vyras. Although they are split apart geographically and sometimes form homogenous communities, most major cities and towns have a diverse blend of races where cultures intermingle. The most important part of their combined culture is to be accepting of each other. Showing ignorance and the judging of a race's culture and is one of the worst insults, any traveling in the Wiltarn Federation are expected to be accepting of their diversity. The uniting factor is their love for the homeland of Vyras. It is the pride of all races, and they will make short work of any outsiders who dare litter on or destroy the beauty of the landscape. Although a proud nation of people, they are also known to be friendly and hospitable to those who show respect. Vyrasi people care less about materialistic gain, and value fulfilling relationships instead, so making friends in this land should be easy.

History

The Era of Tyrants was given its name for a reason. In the past Vyras was a land of many small nations. The races, for the most part, didn't fight each other, but lacked a reason to truly unite together. With tyrants taking power in the land of Khazdul to the north, Sarton and Ashklana to the east, and even rumors of a god-king rising in the mysterious land of Nautiris to the west, they finally decided it was time to unite or get conquered by outside threats. In 10567, negotiations finally closed and a new republic was formed.

Demography and Population

Humans, Elves, Half-Elves Dwarves, and Halflings all call this place their home. There are other minority races, most of which are tolerated but get far less representation in the government. The largest minority group is the Goblins, most of which are reformed and living in the North. So-called "feral" goblins are forced to relocate across the border to Khazdul.

The Wiltarn Federation places an emphasis on the power of the individual provinces to create and enforce laws. However, a federal government is still considered necessary and there are 9 major members on the council. The Viran is the leader of the federation diplomatically, and commander in chief of the armed forces. However, he/she has little power over actually creating laws most of the time. There are 8 other representatives, 2 from each major province. Although there is no legal requirement, it is culturally expected that there is at least one representative for each race (Halfling, Human, Elf, and Dwarf) and this tradition has not been broken since the beginning of the republic. The Viran is only ever called in to break ties in the voting of a law. Alternatively, they can refuse to vote on the law which forces it to be nullified, or middle ground to be achieved.
Judicial Body
Local judges interpret laws within their provinces, and there is no federal judicial branch.
Neighboring Nations

Allies

The Wiltarn Federation and Leinor have been friends for a long time. They are both historically peaceful nations, and see each other as trustworthy. Unlike Sarton which has a terrifying military, and some have called imperialist in the past, these two nations have nothing to fear from each other.

Friendly

The two nations really have no reason to dislike each other and have many similar global interests. They have also recently worked together to take on the threat of Yuan-Ti slavers.

Non-aggression pact

What can one do to prevent goblins, among the most volatile and aggressive of all races, to stop their constant raiding? The Wiltarn Federation found it was, of course, to send them money and supplies in exchange for peace. In 111 G.L. or 11498, they signed a non-aggression pact that has since been upheld, though some say its only a matter of time.
