The Watchers
Shrouded in mystery and purpose, the Watchers are the ones who keep the Eye of Terror from outside influences. Their methods of recruitment are very little known, but there are a handful of governments that offer their support willingly to the Watchers. Those nations that give support to the watchers are given some very basic rewards, such as restricted access to the Watcher's libraries.
Those that have challenged the Watchers autonomy over the Eye of Terror have always lost, driven back by their incredible grasp of all magic.
The Watchers are incredibly neutral, and never get involved in any conflict unless it directly affects the Eye of Terror itself. Because of this, they are often viewed as aloof and selfish, but their cause is greater than most.
