The Great Celestial Empire of Chiengzhou (Weida De Tianchao)
Chienzhou is ruled by the Great Celestial Dragon Emporer, the sole ruler of this ancient empire that has spanned several ages. The Chienzhou government is renown for its intricate bureaucracy which is said to lead more than one person to madness.
Structure
Chiengzhou is governed by an expansive imperial bureaucracy, the center of which is at Hong Gong (The Red Palace) in the Celestial Palace. Each prefecture has a Zaouzhang (Bureaucratic seat controlled by a govenor) that reports directly to the Dachen (Chief Vizier to the Emporer) in the Celestial Palace. Each Zaouzhang controlls the Shizhang (Bureaucratic seat controlled by a mayor) of each city. Each Shizhang controlls the Zhanglao (Bureaucratic seat controlled by the village elder) who has several Zhongwei (Lieutenants). The authority of governmental agents is considered to come directly from the emperor themselves, as such Bureaucrats are treated as a form of royalty and are given every form of respect.
Culture
The people of Chienzhou believe they are decended from the first dragons and are above or better than anyone else. This belief extends to all levels of their society, even the lowest and poorest citizen is considered to be superior to the highest king of any land.

History
The empire of Chiengzhou was reportedly founded at the beginning of the first age by the first dragon. In the beginning Di Yi Long (First Dragon), being the first and greatest of all of creation, decided to rule over all of creation as was their right as set by the first gods.
