Sena Uehara
Mayor of Yukijima
Government official and Mayor of Yukijima Prefecture in Terawa, Sena Uehara is a person that should, by all rights, be a fish out of water. Initially a government official and noble lady from an esteemed family in the south, now given a position in the far north, removed from every convenience and luxury she may have known in the heartland of Kyokai--yet despite this, Sena proves herself a capable and willing official, representing the peoples of the North Island.
Physical Description
General Physical Condition
Compared to many of her southern governmental comrades, Sena is fit and has a healthy physique. Where other in her position might rarely leave their office and give into sloth or gluttonous behavior, Sena is frequently seen walking about the city, meeting with her constituents and doing business personally.
Apparel & Accessories
Sena often is seen wearing richly tailored silk robes while in the government buildings or on warmer days, or in heavier cotton robes and an overcoat while outside in the cold. The only accessory she might carry is a folding fan as she has no need of any kind of weapon, nor does she have the skill needed to wield one.

Education
Growing up to a noble Samurai family, Sena attended private schools through much of her childhood and early adult life until entering government work. As a child, Sena attended a private school in Tsukishima, then as an adult a women's university in Eidou.
Employment
Once out of school, Sena was quickly brought into the Bakufu as a minor official, slowly rising through the ranks even despite her age until she was eligible as a representative for the the government. Being appointed to different locations all throughout the country meant experience, opportunities, and travel that normal citizens simply weren't able to pursue. In the midst of appointments however, Sera managed to offend another government official, which put her in poor standing with those making the appointments to representatives of the Bakufu. Seemingly as a punishment, though not so harsh as to get on her affluent family's bad side, she was assigned a recently vacant spot--that of representative of Yukijima Prefecture, on the north island of Terawa.
Although not thrilled about her new job at first, she soon grew to love it and the people she worked with, finding a great charm in life up north. Since being appointed Mayor of the city, she has inhabited the position for two years thus far, showing no intentions of vacating the spot for a cushier position down in the south.
Morality & Philosophy
As opposed to some of her own colleagues from the south, Sena tries to do her job and service to the people without any baggage--corruption is a known factor in a government apparatus like the Bakufu, but for all intents and purposes she runs the North Island as ethically as one could.

Motivation
Her primary motivations are as follows:
- Inspire and cultivate growth of her region of Yukijima Prefecture. Bring more business to the island to give its people more opportunities.
- Serve the Bakufu as directed, leave her position (when the time comes) better than she received it.
- Enjoy her time in Terawa, just to spite the officials that forced her there in the first place.

Reign
Sena has only been an official for around five years, and Mayor of Yukijima for two. She replaced the former Bakufu official holding the same station after his death (of old age). Although moving from the heartland of Kyokai up to the frigid Northern Island didn't strike her as a golden opportunity at the beginning, Sena has found herself falling in love with the island the longer she spends there. Already since taking up the mantle, she has had a large hand in revitalizing the industry in Yukijima, leading to an influx of population and new peoples to the island, finally bringing in an era of growth to replace the many decades of stagnation that had been the norm prior to her seat in government.
While the population of Yukijima and eastern Terawa was a bit slow to accept her as their representative, they quickly found that she was willing to work with them closely, unlike their previous official. Any doubt in her ability was soon washed away as she began to product results for their prefecture.
Contacts & Relations
Primarily, many of Sena connections lie to the South, both in Tsukishima Prefecture and at the Capital of Eidou. Between her family ties and government officials she has a reputation with, she has many strings she can pull if need be. Additionally, with her cooperation in the case regarding the Massacre at Terawa Sanctuary, she ends up cultivating a relationship with the future Hunting Party that is tasked with its investigation.
Social Aptitude
Charismatic and confident, yet proper and 'official' by all definitions of the word, Sena is both a gifted representative for the region, as well as every picture the noble lady that she is. In spite of this, even prior to ending up in Terawa, Sena was known as being a woman with a penchant for speaking her mind and being direct--enough that it has gotten her into hot water on multiple occasions. If anything, that snarky and direct side of her personality has only come into more light once she moved to Yukijima, where she found its people had very much the same mannerisms as her.
Speech
Sena's speech tends to be an interesting mix of both polite and frankness that would certainly be jarring anywhere but in the north. Her accent, unlike the natives of Terawa, bears a more metropolitan accent, however she speaks very much with the same directness as them.
