Shogunate of Kyokai

The Shogunate of Kyokai presides over a far eastern archipelago, and has been for many years considered one of the greater powers within the known realms of Arethel. Although until recently an isolationist nation, Kyokai is known for its strong adherence to tradition, a complex web of folklore and mysticism, and its highly disciplined warrior culture.

Structure

The bakufu, or shogunal government of Kyokai is highly hierarchical by foundation.   Sitting at the very top is its martial ruler, the Shogun, who exercises absolute authority much like a western-styled Monarch. It is through the Shogun that any and all policy is given authority, and that major decrees are announced to domestically or to the wider world. The Shogun is the only person within the government that may declare (or end) a war.   Below the Shogun sits the Council of Seven. Each council member (often titled 'minister') bears its own role and responsibility within the government apparatus but nonetheless owes fealty to the Shogun as its supreme authority.

Minister of Secrets Responsible for any policies regarding espionage, counter-espionage, and highly important information Yume Sendo
Adjacent to both the Shogun and the Council of Seven, each prefectural region in Kyokai is locally governed by a Daimyo, a feudal lord, who similarly owes fealty to the Shogun. Many of these Daimyo have long histories within their region, often times tracing back generations. In the past, before the Unification of Kyokai, most of these feudal lords exercised absolute power within their region, and often warred with neighboring prefectures to gain control of larger swaths of land and resources. After the unification of the country however, these Daimyo who fought against the future Shogun would be made to bend the knee through a clever combination of brute force and a system of political hostage-taking.
