King Arcturus III.
The current king of Blackwater is Arcturus III, a shrewd and calculating monarch who rules with an iron fist. He came to power through a nifty not well-known political move called 'nepotism' and 'being the son of the previous king'. While his reputation as a ruthless ruler precedes the borders of Arvendorith, Arcturus III is deeply committed to advancing the cultural and technological state of Blackwater, turning it into the leading city on the industrial manufacturing of certain goods, together with making it the main seabound trading hub in Arvendorith. His reign has seen the expansion of Blackwater's military might and the strengthening of its alliances with neighboring kingdoms, due to his not irrational fears of getting a surprise visit from the neighboring Blastonian armies.
