The Beholders
The Beholders are an empire-spanning crime syndicate that can be found in just about every major city. Founded during the upheaval of the Hadrianic civil war 400 years ago, several warring families put aside their differences when they realized that the power vacuum left by the near-collapse of the government meant their unified efforts could lead to much greater profits for everybody. Their families also backed the Church of Krom during the first great purge, which means that in the Imperial city the church authorities turn a blind eye toward everything but the most egregious crimes.
The Beholders thrive in the slums, and make most of their reliable income on predatory loans, protection rackets, fencing black market goods, and smuggling. Some of the more ambitious capos will fix chariot races or arena matches.
The Beholders in Hadrianum are led by Vincenzo DiLuzzio. Vincenzo is the legitimate face of The Beholders, building lucrative construction and import/export businesses to launder illicit gains.
Member of the Beholders often find themselves in conflict with the Nine Fingers Gang and other criminal elements across the city.
Culture
The Beholders believe in making a profit above all else. Morality is for rubes, but outright violence is bad for business. Corruption, bribery, and blackmail are better tools for keeping off the radar. If violence is necessary, it should be swift, terrible, and gruesome. The goal is to send a message.
The Beholders do believe in honor among thieves. Nothing is worse than being a rat. Accusations of someone snitching on their fellow Beholders is a serious accusation, and often leads to violence.
Public Agenda
The Beholders strive to make as much money as possible with minimal effort. They will protect their businesses from the law, other criminal gangs, and adventuring do-gooders.
