High Scholar
Qualifications
The High Scholar will be trained in reading, writing, diplomacy, warfare, and every other thing a King needs to know. However, if the process is too slow Heverion will just simply bless his High Scholar with the knowledge he needs to rule the kingdom. The High Scholar will always memorize every Writ and Will of Heverion ever said, or written, along with the date and context of each Writ and Will.
Requirements
In order to even be considered for the rank of High Scholar the person must have received a gift from Heverion himself, be it a vision, item, or ability, upon which they will then be found and labeled as one of 'The Favored." Being one of The Favored means you must partake in the Trial of Heverion, a deadly ritual which will determine your right to the position of High Scholar.
Appointment
Whenever the Favored of Heverion has received a gift, the Favored will be taken to the Tower of Heverion. Upon arriving at the top of this impossibly tall tower, they will be tested by the Scholars present in the Antechamber, to see if the Favored can hear Heverion. If The Favored cannot hear Heverion's voice they will die on the spot from the celestial energy exposed to them. However if the Favored can hear Heverion's words, then they will immediately begin preparation for the position of High Scholar.
Along with the trial of Heverion The Favored will kneel before the statue of Heverion in the midst of the city, such and event being known as "The Naming," in which Heverion will speak through the statue to "Name" the new High Scholar. As it always has been Humans come from all the lands of Avanchizal to witness this historical event, yet this event happens the same way every time, The Favored will kneel and a bolt of lightning will strike the statue. After being stricken by this lightning bolt the statue will speak and name the new High Scholar Priamus.
Duties
A person in the position of High Scholar must always follow Heverion's will, no matter the cost of it. If Heverion commands the High Scholar to destroy his armies, then it shall be so.
Responsibilities
The High Scholar is responsible for ruling the Kingdom of Twilight, which means he gives commands to Secundus, Exarch of the Will, and Tertius, Imperator of The Heverion Knights. These two people will echo these commands respectively. The High Scholar directly controls trade and will often times conduct diplomatic missions between other kingdoms.
Accoutrements & Equipment
The High Scholar upon ascension to their new rank is given a book known as "The Will of Heverion" and this book has been passed down from each High Scholar unto the next going back to Arctulius, who received it, from Heverion himself.
Cultural Significance
The rank of High Scholar is enough to strike fear into each kingdom of Avanchizal, for every kingdom knows that each High Scholar holds the will of a god, and they can never come close to achieving that power. High Scholars are revered by Humans and are praised for they bring prosperity and peace to humankind.

Creation
When Heverion spoke to Arctulius, he told Arctulius to build an army and a citadel to rival time itself, and in so doing he made Arctulius the first High Scholar. The ritual was written down by Arctulius himself for reference after his death.

Heverion, God of Humans, peers into each High Scholar's soul and will test them to see if they are fit to bear his power.
Length of Term
The title of High Scholar lasts until the High Scholar dies,usually from battle, for magicks and rituals can keep High Scholars alive for hundreds of years.
