William's mentality is constantly in a state similar to being under the influence of crystal meth. His mind is consumed by paranoia and conspiracy theories, and he is convinced that someone is always out to get him. He's on edge, constantly looking over his shoulder and suspecting that someone is watching him.
Despite his paranoia, Billy is highly intelligent and analytical. He uses his crystal meth-induced focus and energy to research and investigate his theory about the Blackmoore drug trial, looking for evidence to support his claims. He keeps himself together by channelling his paranoia into a quest for answers, hoping that by uncovering the truth he can protect himself and his friends, and expose the lies of those who he believes are against him.
When an experimental drug trial at Blackmoore Hospital went awry, William Randall was one of five addicts whose addiction quickly evolved into full-blown superpowers but at a cost, Billy and his new friends were each now constantly under the effects of their drug of choice. Outraged at what he saw as some great injustice, Billy soon realised that it could only have been a conspiracy from the very top! He quickly decided to gather his friends and escape the hospital, electing to go and interrogate the mayor for answers about what happened to them and who might be behind it. He put up his savings to hire a few goons and quickly made his way to town hall, determined to find justice, one way or another.
