NetWatch started out as a NET securities firm and that is still the case, mostly. These days, while still beholden to stockholders, the corporation is regulated through various international treaties. It became the de facto police of the Eurotheatre NET in 2013 and was soon enlisted by most nations.   The DataKrash changed the perception of NetWatch. They had been the "ICEmen" out to ruin any netrunner who didn't conform to their standards. But with the havoc released by Rache Bartmoss in 2022, they came to be seen as protectors. Their job was to safeguard anything they could from the R.A.B.I.D.S and other nasty things that could infect systems. When they finally shit down any known part of the NET in 2035, they had public support. With CitiNets popping up in many places, they needed additional safeguards. The Blackwall was their answer — an ever-evolving barrier against outside dangers from cyberspace and the old NET.   Anyone involved in cybercrime has reason to fear NetWatch, but their priority is always the safety of the NET itself. The corporation has few agents compared to police forces or most corporate security. All of them are likely to be formidable netrunners, but there's only so much they can do and so many places they can be at once.
