The Peak of Civilization, Utopia amid the planes

The plane of Libra is dedicated wholly to order unmarred by the squabbles between good and evil. It is the epitome of civilization at its most successful. Both an outer plane, a city, and several cities in one, Libra spreads out in all directions for what seems like eternity with towering structures of metal and stone as far as the eye can see, paragons of their respective architectural styles from virtually every culture, while the many and varying denizens move through the perfectly ordered and clean streets of the Great City by routine, scheduled, pathways and strive to live in orchestrated harmony. Within the Eightfold Cities there are no delays. Everything takes exactly the time it needs. Around the city-plane is built a great barrier of golden lattice known as the Golden Framework that separates the order of the plane from the perceived disorder that lies outside its borders.
In the center of the city sits the House of Eight-fold Voices⁣⁣⁣⁣⁣⁣⁣⁣⁣⁣⁣⁣⁣⁣⁣⁣ where the leadership of the cities sits. Here the Senate governs the whole of Libra, creating, amending, and abolishing its many laws and regulations as they see fit.

Description

The plane of unyielding law, the perfect city of Libra is home to the mathematics-obsessed faberites⁣⁣⁣⁣⁣⁣⁣⁣⁣⁣, the immovable inevitables⁣⁣⁣⁣⁣⁣⁣⁣⁣⁣, and numerous other spirits and gods of law and civilization. It is often visited by other creatures from the planes for trade and as a place of neutrality between the forces of Good and Evil, and the Creation Forge of Nidavellir passes regularly overhead as it travels between Paradise, Libra, and Gehenna.
As the enemy of disorder, the plane regularly unleashes massive armies of inevitables into the disorder of the Astral Sea and the Outer Gate to beat back the writhing entropy that attempts to spill forth from there, seeking to impose their order upon the universe’s shifting chaos. This has made them an enemy of the primordial denizens of the Sea, namely the proteans⁣⁣⁣⁣⁣⁣⁣⁣⁣⁣, who regularly send attacks upon the colonizing plane as it pushes further into their territory.
Sat amidst the Astral Sea⁣⁣⁣⁣⁣⁣⁣⁣⁣⁣, the inconceivably large city-plane of Libra spreads ever outward, building new foundations and incorporating debris from the Sea into the creation of new settlements that eventually become part of larger cities as the borders expand. These borders are guarded vigilantly by Libra's inhabitants and surrounded by the Golden Framework that denotes the current edge of the plane, as the chaos existing within the sea is seen as an even greater threat than the evil from the River Styx, whose banks pass by on the way to the Doomsayer's Spire.
Rather than being a single, uniform city, Libra consists of millions of settlements arranged next to, around and inside each other in a complex and elegant pattern. These constituent cities are often connected by portals and ports to ease travel between them, and many serve as the realms of gods. Eight of the cities, including the central capital, rule over their own constituent settlements and eventually absorb them into their midst.
Once the home of a now dead and forgotten power, a domain within the main city now mars the plane’s symmetry as a ruined, sequestered battleground of dozens of competing factions vying for the influence such a place of power would give them.
Of course, some would label the plane's perfection hollow, or its beauty verging on sterility, but its gods and spirits of the city-plane dismiss such criticism outright as ignorance.

Geography

Libra is, for the most part, a constructed plane of cities that are set in a meticulously precise arrangement, floating amid the Sea of Stars. Although the capital and many of the secondary cities on an area of land once free-floating through the Sea of Stars, the cities have grown far beyond their original borders by way of constructed extensions outward. Settlements outside the main cities spring up from floating debris that make its way close to the city's borders and are secured by their inhabitants. These settlements all eventually join with their cities once the borders grow to consume them.

Demographics

The inhabitants of Libra are multitudinous and varied in more ways than one. From humanoid and the humanoid-like to strange creatures of sentient paper, sprawling limbs, and various sizes and shapes. It is a place where both celestial, spiritual, and infernal beings reside.

Government

The government of Libra as a whole is ran by a senate, the House of Eight-fold Voices, while each individual city outside the capital has a localized government to maintain order more intimately within their boundaries.

Fauna & Flora

Flora and fauna vary by the settlement. Each settlement is made to grow what plants are needed to further the settlement and, ultimately, the city.

Natural Resources

While not native to the plane, Astral Diamonds⁣⁣⁣⁣⁣⁣⁣⁣⁣⁣⁣⁣⁣⁣⁣⁣⁣ are commonly prospected and brought to Libra where they are minted into currency for the plane.
The secrets of the rare alloy known as transcendental bronze is known within the city of craft, but few if any mortals have convinced any denizens to reveal its method of creation.
