Ishrath Chirhat

Lieutenant Ishrath Chirhat is an Andorian pilot serving in Starfleet. His much older brother is Admiral Thoss Chirhat, who is currently serving out of Starbase 308. Ishrath is much more reckless, as are a lot of pilots, and he has a tendency to get himself involved in situations. Major NPC because he's a major side character and he's going to be the lead pilot on this ship when we build it.
Glossy white hair, kept slightly spiky and not entirely regulation, paler blue skin, dark soulful eyes. This guy is a heartthrob and he knows it. Exceptionally bold and forward, good with kids, good in an emergency situation.
His relationship with his brother is somewhat fraught. Thoss is more involved in his life than otherwise since their parents died young. Ishrath is the baby and the only other one who went into Starfleet so Thoss feels doubly responsible for his brother.
But Ishrath wants to make something of himself, and he's willing to skirt around the rules to do what he sees as right.
(He might be in Section 31, or at least kind of adjacent)
