Preamble
The Taisunian Council, created and ratified by the below signed leaders of each country of Taisunia, declare the formal founding of a continental government and capital of Taisun.
The people shared between our borders have worked together to bring prosperity to one another for generations. The greatest achievements in vitraxine and alchemy have become commonplace regardless of borders. The finding of the Tasunian mine in northern Dakshinaatl risks creating an imbalance in this peace. The members of this Council recognize the untold deaths and potential full scale destruction that could come to our lands if an agreement is not found amenable between all countries.
Under these circumstances, the leaders of Dakshinaatl, Gnosi, Lochmalan, Mourianji, and Slovengaard have gathered at the site of the mine to define a path forward. A singular overarching government will be structured with the leaders of each state being a voting member. The new city-state capital of Taisun will also receive a vote. Additionally, Taisun will be awarded various benefits from the founding states to ensure the new capital is able to enforce law and order regarding interstate aggreviences.
These accords define the roles and responsibilities of the new city-state capital of Taisun as well as the provisions given by the founding states.
Article I
Provisions
Section I: Dakshinaatl
Over half of the mine currently resides in the border of Dakshinaatl. The entirety of the land housing the mine including a five mile halo for the homelands of Taisun will be relinquished to the lands of Taisun to ensure Taisun has full claim to the mine. The current inhabitants of this land will be given the option to uproot to stay in the confines of their home country or swear fealty to the new city-state.
In addition, Dakshinaatl has pledged an additional three hundred armed soldiers to the Taisunian continental army. These soldiers will be required to relinquish their Dakshintine citizenship in favor of Taisun citizenship. Any soldier not willing to relinquish their citizenship will be replaced.
A one percent tax will be levied in perpituity to support the city-state of Taisun in research and development of vitraxine.
Section II: Gnosi
The artisans of Gnosi are known for their unparalleled mastery of vitraxine and its many uses. Gnosi has pledged two hundred of these artisans to become citizens of Taisun. These artisans will help in the development of vitraxine portals between Taisun and the capitals of all countries. Due to the immense effort these portals take to build, these artisans will be tasked with apprenticing other Taisunians to continue the progress which has an expected completion of 1326 VE.
In addition, Gnosi has pledged twenty thousand gold pieces and an additional three hundred armed soldiers to the Taisunian continental army. These soldiers will be required to relinquish their Gnosian citizenship. Any soldier not willing to relinquish their citizenship will be replaced.
A one percent tax will be levied in perpituity to support the city-state of Taisun in research and development of vitraxine.
Section III: Lochmalan
Lochmalan will donate a portion of their agricultural crops over the next five years while Taisun is building their own agricultural infrastructure and government. They will donate 5% of their expected exports over the first year, 3% over the second and third year, and 1% over the fourth and fifth year. The frontloading of this donation is to allow Taisun to gradually replace the donations with its own crops and livestock.
In addition, Lochmalan has pledged an additional three hundred armed soldiers to the Tiasunian continental army. These soldiers will be required to relinquish their Malani citizenship. Any soldier not willing to relinquish their citizenship will be replaced.
A one percent tax will be levied in perpituity to support the city-state of Taisun in research and development of vitraxine.
Section IV: Mourianji
The section of the Mourianji lands that contain the Taisunian mine including a five mile halo for the homelands of Taisu will be relinquished to Taisun to ensure that the city-state has full claim to the mine. The current inhabitants of this land will be given the option to uproot to stay in the confines of their home country or swear fealty to the new city-state.
In addition, Mourianji has pledged three hundred thousand gold and an additional three hundred armed soldiers to the Tiasunian continental army. These soldiers will be required to relinquish their Mouri citizenship. Any soldier not willing to relinquish their citizenship will be replaced.
A one percent tax will be levied in perpituity to support the city-state of Taisun in research and development of vitraxine.
Section V: Slovengaard
The section of the Slovengaard lands that contain the Taisunian mine including a five mile halo for the homelands of Taisun will be relinquished to Taisun to ensure that the city-state has full claim to the mine. An additional five hundred square miles of arable land around the mine will also be relinquished to allow Taisun to build their own agriculture and cities. The current inhabitants of this land will be given the option to uproot to stay in the confines of their home country or swear fealty to the new city-state.
In addition, Slovengaard has pledged thirty thousand gold and an additional six hundred armed soldiers to the Tiasunian continental army. These soldiers will be required to relinquish their Slovian citizenship. Any soldier not willing to relinquish their citizenship will be replaced.
A one percent tax will be levied in perpituity to support the city-state of Taisun in research and development of vitraxine.
Article II
Legal
Section I. State Rights
a. Maintained Rights
- Governmental Structure
Each state will continue to act independently under their current leadership. While this treatise does create an overarching government for the entire continent, the primary objective of this government is vitraxine extraction, distribution, and research. Taisun will have a judicial system for dealing with disputes between countries, but use of this judicial system is optional though once deployed the ruling is binding.
- Interstate Treatises
The Taisun continental army has been developed for defensive purposes only. Any declarations of war between states will be under the jurisdiction of the states involved unless the war involves a vitraxine dispute. In addition, additional treatises will be ratified with each founding state and Taisun defining open borders and allianceship to ensure a single state attempting to arrest control over Taisunian lands will be met with the full resistance of the continent. Similarly, articles of peace and other interstate agreements will be handled by the individual state governments.
- Vitraxine Research
Current vitraxine blacksmithing and runeshaping techniques will be documented and shared amongst all states and be publicly available in Taisun. This is due to certain states having found significantly larger reserves of vitraxine over its history and thus having a definitive advantage in regards to vitraxine research. Any future research by a state will be the property of that state to allow for economical benefits to continued research.
b. Relinquished Rights
- Vitraxine Deposit Discoveries
Taisun's primary purpose is to level the playing field in regards to magic to reduce the risk of war. The goal is not for Taisun to take control over existing lands unless necessary to further this goal. To date, only the Taisunian mine has passed fifty pounds of vitraxine. As such, any mine that is found to have in excess of seventy-five pounds of vitraxine must be relinquished to Taisun who will return the land back to the country upon completing vitraxine extraction.
- Secession from Taisunian Empire
The decision to leave the Taisunian Empire will be defined as a declaration of war against Taisun and all existing members of the Taisunian Empire. Since each state is allowed to govern themselves individually outside of areas related to vitraxine, a secession will be assumed to be in an effort to claim a vast vitraxine deposit for the seceding country.
Section II: Citizenry
Members of individual states will be permitted to submit applications for Taisunian citizenship. This citizenship will require renouncing the citizenship of any previous state and moving to Taisunian supported lands. These applications will be accepted in equal amounts from each state to reduce the risk of any covert operations to capture Taisun.
Those born to Taisun citizens will be granted Taisunian citizenship. Those born to residents and visitors while in the borders of Taisun will not be granted citizenship and will be required to apply for citizenship in the future.
In addtion, due to vast varying life expectancies, applying for citizenship will require being an age of maturity based on the ancestry of the individual.
Article III
Taisunian Council
Section I. Founding
These accords ratify the founding of the Taisunian Council. Each government will be given one voting member on the council and is allowed to choose their representative in a way fit for their state. For the first ten years, Taisun will not have a member on the council to avoid any apparent favoritism to one founding state. After ten years, the Lead Representative of the Sanctorium will be added to the Taisunian Council. The first Taisunian Council will have the undersigned members listed below

Responsibilities
The Taisunian Council will primarily be focused on matters related to vitraxine such as exploration for additional vitraxine deposits, extraction, and distribution. In addition, they will use the taxes collected from the member nations to support research and development.
Outside of vitraxine, the Taisunian Council will handle interstate disputes. The council members of disputing states will abstain from voting, instead taking the form of defense for their respective state. The verdict of the Taisunian Council is considered binding across all nations and attempts to circumvent this ruling are subject to penalties up to and including being considered an act of war.
Article IV
Taisun
Section I. Founding
These accords ratify the founding of the first city-state capital of Taisunia. Taisun will have their own governing body to allow them to be independent of control from any member state. This body will be included in judging interstate affairs as any other member state, but with similar powers to other member states to avoid overreaching in their duties.
Section II. Responsibilities

Vitraxine Ownership
Any deposits found to hold more than seventy-five pounds of vitraxine will be considered under the control of Taisun. Taisun will remove the vitraxine in a timely manner to allow reversal of ownership to the member state. During this time, Taisunian officials will attempt to reduce any damage to arable land or any additional environmental assets. All efforts will be made to keep the environmental assets from being moved to Taisun, though some material will only be found during the extraction process. Environmental assets collected during the mining and extraction operations, such as but not limited to precious metals or gemstone, will be returned to the member state.

Formation of Government
Taisun will be a representative democracy due to the uniquely varied population. The land will be subsectioned into at least thirteen regions and always being of an odd number. Each region will be assigned a group of no less than three vote collectors, at least one of which is from the region and at least one that is from a different region. The government will have two primary branches not including the Taisunian Council which has no jurisdiction over intrastate matters of Taisun.

Sanctorium
The Santorium is a collection of representatives for each region of Taisun. After each voting period, which must be held at a minimum of every five years, the Sanctorium will vote a Lead Representative who will be tasked with keeping order and, in the case of a tie vote, providing the deciding vote. The Sanctorium is tasked with passing of new law, interstate communication including trade agreements, tax collection, and any spending for intrastate government matters.

High Court
With any overarching government, there is concern that those in power will attempt to strengthen their control. The High Court is tasked with ensuring the laws passed by the Sanctorium are just and fair. The High Court is comprised of two parts.
- The Triumvirate
Three appointed judges from Taisun, one by the citizenry, one by the Sanctorium, and one by the Taisunian Council. The Triumvirate will handle most matters of intrastate law without the aid of the Contingency.
- Contigency
An appointed judge from each member state make up the rest of the members of the High Court. They are allowed to veto any judgements by the Triumvirate or Sanctorium if they are deemed overreaching into the affairs of the member states. The Triumvirate are also members of the Contingency, and a tie vote is insufficient to veto. This ensures that a unanimous decision amongst the Contingency is required to overrule a unanimous ruling of the Triumvirate.
Section III. Limitations
Taisun is not intended to be the primary form of government in Taisunia, but rather a supporting entity to ensure fair distribution of vitraxine amongst nations and to reduce the risk of war which would undoubtedly remove much of this valuable resource. Understanding this, the following limitations have been placed on the city-state of Taisun.
- Expansion
Taisun's current borders are considered static and can only be expanded by the Taisunian Council. Any attempt to expand these borders voids the founding of Taisun and all of its protections listed herein.
- Goverment Owned Vitraxine Industry
As the member states provide the funding for vitraxine research via the aforementioned levied tax, all vitraxine advancements generated by the government will be made publicly available to all member states. This does not preclude private citizens of Taisun from having proprietary blacksmithing or runeshaping techniques as long as they received no financial support from the Taisun government.
- Offensive Military Manuevers
The standing military of Taisun cannot be used to aid in member state wars unless it has been confirmed that vitraxine is at the heart of the dispute such as the discovery of another massive vitraxine deposit. If Taisun finds themselves under attack, the army can only use offensive military maneuvers to capture any lost lands and to ensure victory for Taisun. Any lands captured during war must be relinquished back to the member states though the Taisunian Council can choose to allocate the land to different member states as penalty for war.
Section IV. Taisunian Council
The Taisunian Council will handle any judgements for interstate disputes, including any disputes between member states and the city-state capital of Taisun. While member states will abstain from voting, the Taisunian representative will still vote in matters regarding the entirety of the continent and vitraxine. The Taisunian Council does not have the ability to reduce or remove any vitraxine claims from Taisun. Only the Tiasunian representative can bring forth an option to do so, and the motion must have unanimous support to pass.
