Cammie got the rough end of their relationship growing up since Neal was a hyper intelligent asshole who liked that he could convince her to do or believe anything. With his golden child treatment, he convinced not only her but himself as well that he was invincible and knew everything. When he died during a dual-casting spell with her (while trying to use her as the sacrificial cost to revive his soulmate), he got a very rude awakening within the Paradox and she was driven to the brink of insanity in her denial of his mistakes. She also had to pretend she was him for a century or so because she was viewed as expendable to the world, so. It was a real mess to deal with later. Post-reconstitution, they're both getting along a lot better now that Neal is less of an asshole and Camilla is more confident in herself.
Relationship Reasoning
History
Originally, Tess was Neal's chance to prove to himself that he'd changed into a better person, as he viewed her to be his 'redemption' of sorts for what he'd done to Camilla Fox in the past. Became something entirely separate from the situation with Cammie, and one of the first relationships that Neal managed to build on his own that didn't revolve solely around himself.

In Neal's eyes Tess was, despite her patchwork birth and walls imposed around her mind, always pushing at the borders of what she'd been told she could learn. She had so much potential even with the odds purposefully against her. For Neal, who knew everything except what it felt like to help something grow and thrive, Tess was someone to be cherished and protected.
