The legendary empire of the High Lamia that once conquered the entire world

Structure

The organizational structure of the Aenorian Empire was a simple thing, owing to the tight-knit tribal lifestyles of the High Lamia who founded it, who so rarely have an occasion to subject themselves to internal strife or question those in power so long as they show no weakness or failing.
At the top of the empire sat the God-Queen of the Empire, who ruled as an absolute dictator with her children serving as her advisors, assistants, council, and lieutenants. In this way, the government of the empire was a sort of Hereditary Dictatorship...and though The God-Queen Loscivia Aenai herself reached godhood and became immortal before she could have a chance to die of natural causes, her children held absolute power within the empire rivaled only by their mother. They were completely above punishment or reproach, and had infinite power and authority just like their mother.
The overall breakdown of the Aenorian Empire is as follows, broken down into the various ranks members of the Empire were given and what rights they bestowed:

Royal - The rank reserved for the God-Queen and the Aenai family. They enjoyed peerless, unrestricted authority and held absolute power within the country and were immune to punishment or reproach.
Citizen - The rank reserved for those of use to the empire or those who the Royal Family or the God-Queen judged to be worth granting full citizenship. They enjoyed full freedom and access to most of the Empire's luxuries, technology, other utilities and more. Contrary to the name, this rank was more akin to nobility and was only given to those such as scientists, soldiers, or those with such positions of import. Slavemasters were an especially prodigious job which also held the rank of citizen.
Cattle - The rank reserved for the normal "citizens" of the empire who held jobs or positions not judged critical enough to be granted the rank of "citizen", but those that require enough skill to put them above "Labor" rank. Typically involved those such as Craftsmen, Merchants, Diplomats, etc. They had some rights, and were exempt from total slavery, but were still restricted in the freedoms they had and the things in the empire they had access to. They were at least free of the threat of constant death the lower ranks live under, and were relatively free to live their own lives so long as they stayed obedient and did not buck against the empire or its cruelties.
Labor - A rank reserved for the slaves kept by the empire. This was the second most numerous rank in the Empire, and was filled either by especially hardy or able-bodied slaves whose worth as workers is judged to outweigh their value as food, or when the number of "Meat" reached such a high number they began to overlow into this rank. Slaves in this rank had no rights, their lives were considered worthless, they were treated as cattle, and were worked ruthlessly, sometimes until death, in hard labor in service to the Empire, but unlike "Meat" they were allowed to keep their free will and, so long as they continued to demonstrate their worth and obedience, were likely to be allowed to live.
Meat - The most numerous rank of the Empire, reserved for the vast majority of races the Empire captured and subjugated. Those of this rank not only had no rights, but were kept in pens and bred as literally cattle on massive "Meat Farms" whose only purpose was to be bred for taste and flavor. They were butchered as food on a whim to feed the Empire's people, cooked and prepared as exotic meals for the massive feasts held by the Empire and its families by skilled High Lamia Chefs, and killed for the very whims of its citizens and cattle. Even those of "Labor" rank were occasionally allowed to kill or eat them for sport.
They were broken mentally and were often likened to soulless, broken husks who existed only until they grew up to prime age, whereupon they were slurped down the throats of their High Lamia mistresses. They were carefully overseen by the Aenorian Slavemasters, legenday masters of their craft slavers have sought to emulate for thousands of years afterwards, who skillfully broke them until they were truly unthinking cattle.

Public Agenda

The Aenorian Empire had a public agenda to completely subjugate the known world and drive them into their cattle pens, to turn the vast majority of the world's races into Meat and claim dominance over everything in sight. They wanted to render every race down into nothing but playthings for their desires and exotic dishes to feed them and their families...after centuries of being exploited before their rise to power, the High Lamia were fully intent on repaying that exploitation with claiming dominance over the known world.
They were driven by a need for dominance and expansion, and, while it is an oft-forgotten fact about them, were similarly driven to provide a home to all the races that faced extreme exploitation at the hands of the other races such as the troubled Kobolds, who they uplifted and gave a home in their empire. To all they saw as "exploiters", they turned into meat, and those they saw as "exploited" were given a home within their walls behind the safety of their overwhelming power.

Assets

During their rise to power, the Aenorian Empire's primary assets were the extreme power of their citizens, the High Lamia. A single High Lamia was easily the rival of a dozen lesser races, capable of slurping up entire armored regiments between puckered lips without so much as breaking a sweat...and digesting them in mere seconds to make room for more foolish enough to challenge them and using their leftover corpses to lay their massive eggs from which new High Lamia were spawned.
This was only compounded by the fact that, as the High Lamia ate more and more and digested them into slurry in their stomachs, their bodies expanded and became more beautiful, bigger, and more powerful without any conceivable limit...even granting them godhood after they had consumed untold millions. Even those who had the martial power to resist them learned to take care facing them...for even the most basic high lamia emanated sickly sweet pheremones that twisted the minds of those who smelled them, charming their minds and rendering them into obedient puppets that they often relished by making them willingly walk into their open mouths, unable to break their mental domination until they were fully immersed in their roiling stomach acids.
One needed supreme martial skill and mental resilience to face a single High Lamia - to say nothing of an entire legion of them. Thus, as they grew and expanded, the Empire only expanded its assets to include those of the nations and peoples they conquered...they rarely built things of their own accord until later in their Empire's lifespan, when they had run out of existing infrastructure to conquer.

Disbandment

After centuries of cruelty, the Aenorian Empire fell when its one and only God-Queen Loscivia Aenai met her grisly end at the hands of a party of heroes made up of all the world's races that the High Lamia had persecuted over the centuries. Without her powerful unifying charisma, the empire fell and met its end in a calamity which signaled the end of the Age of Scales and began the Age of Calamity.

Demography and Population

The vast majority of the population of the Aenorian Empire was made up of Slaves and Cattle...such that they massively and vastly outnumbered both the High Lamia who made up an overwhelming majority of the citizenry of the Empire and every other non-slave in the Empire combined. Nearly every race and culture could be found in the Aenorian Empire, though mainly as meat, and cattle - things and objects kept in massive farms to feed and amuse its citizens. Dwarves, Elves, Humans, and nearly every race served as meat and slaves, and their birth rate was forcibly kept massively high through genetic experimentation while their lifespans were pitifully short - The slaves of the empire were allowed to mature until they were deemed suitable for consumption, whereupon they rapidly met their end as a meal passing through the lips of one of the countless High Lamia who made up the Empire.
For the the normal citizenry of the Empire, the birth rate was quite high and the death rate was quite low, owing to the massive power of the High Lamia who made up a majority of the Empire's citizenry which dissuaded all but the most powerful and daring of creatures to even dare to speak back to them, much less fight them. While it was rare for non High Lamia to hold citizenship in the Empire, it was known to happen; Kobolds, Dragonborn and Sea Elven communities were given citizenship in the Empire, alongside any who were exploited by others who or proved exceptionally loyal and useful to the Aenorian cause.

Territories

At their height, the Aenorian Empire held almost every square inch of land in the world and were a global superpower that had forcefully assimilated the ancestral lands of every people and civilization that dwelled on the surface or below it...the lands of the Dwarves, the Elves, and more fell under their rule and were assimiliated.

Military

The Military of the Aenorian Empire was barely organized into a cohesive fighting force at all, for they had no need for such a thing; Each High Lamia citizen of the Empire was a mythically deadly foe all their own, and in times of war often a single High Lamia was enough to end wars before and even after they began...entire charging armies could be and often were easily stopped in their tracks by the smothering beauty of a single High Lamia, the smell of her body, and the mere sound of her alluring voice which washed over and broke the minds of those who stood before her and knelt before her beauty. Thus were entire wars ended with a single domineering word from a single High Lamia, who would force entire regiments to line up before her and walk single-file onto her tongue and down her gullet, defeating thousands without breaking a sweat.
The Aenorian Empire, therefore, only fielded a true military when it was absolutely required of them, and when they encountered a foe strong willed enough to not succumb to their charms and wiles the moment they laid eyes upon them...and when they did, they often simply turned loose their armies upon their foes in a massive chaotic melee in the hopes of their pheremones breaking the weaker willed, disrupting the enemy formations, and sowing mayhem and discord through the enemy lines so the Aenorian Behemoths, massive Lamia as big as buildings, could slide through the Battlefield slurping down the remnants of those who remained sane and organized.

Technological Level

The Aenorian Empire began as a relatively medieval Empire, but over time as it assimilated more and more of its rivals it began to grow more and more advanced in response like a giant, lumbering parasite...culiminating in the Empire's conquest and absorption of The Aurelian Hegemony of Man, whereupon it reached a level of technology equal to High Humanity and ascended past it.
Specifically the technology of Genetics and Genetic Manipulation was pioneered by the Aenorian Empire, as the High Lamia who ran the country were obsessed with altering one's body to achieve further heights of beauty...with this technology they began to alter their bodies on a fundamental level and make themselves even stronger, more long lived, and alter their conquered foes to become more pliable, submissive, and slave-like in nature. This mastery of genetics culimated in their creation of the Dragonborn, an act which sparked the annoyance and wrath of the Ancient Dragons.

Religion

The Aenorian Empire worshipped no gods, but was not atheistic - instead, they venerated their ruling family, and beauty itself. They worshipped themselves as the icons of beauty in the world, and their royal family as the very pinnacle of that beauty they all held. They were narcissistic, self-absorbed creatures who believed in their own self-perfection above all else, and worshipped and paid homage to their rulers as the gods they believed they were...and the gods they eventually became.
Indeed, the Aenorian Empire even contributed to the extinction of dozens of organized religions thanks to their brutal slavery and how they expertly and efficiently destroyed the cultural identity of those they conquered; Dozens of Religions and Gods vanished throughout the Age of Scales thanks to this disdain for normal religion and their barbarism, and even the Major Gods became quite weakened in the process due to the sudden lack of faith.

Foreign Relations

The High Lamia had almost universally sour relations with their neighbors, as they almost invariable ended up invading and devouring their upper class while taking the rest as slaves and meat. Only a scant few neighbors evaded this treatment - namely the Kobold Tribes of the time, who had faced continuous and violent persecution at the hands of the various other races, and the other persecuted barbarian tribes and peoples that lived in the area.
Towards those rare neighbors they did not deign to destroy, there was often some initial skirmishing, which often resulted in the admission of the enemy into their ranks after they had proved their worth and showed their commitment.

Agriculture & Industry

The Aenorian Empire was, like in all other things, an Agricultural Powerhouse that at its height dominated almost every square inch of fertile ground in the world...their planes of crops spread almost infinitely, and their extensive slave network worked it all for them and maintained every field the Empire owned...so while they had a titanic number of citizens and slaves that made the Empire up, their sprawling fields of grain, crops, spices, and foodstuffs were so vast and fertile that they easily had enough to feed them all, and have a surpluss left over. Almost every conceivable product, from wheat to whale blubber, was harvested and sold in the Empire.
The Animal Husbandry of the Empire was also second to none - mostly because the Empire's vast stock of slaves and "meat" were counted amongst these animals. The Empire's slaves and "meat" were kept in vast field-pens alongside actual animals, fed just like animals, and soon devolved to live like them as well...and thus the Empire had a massive surplus of live meat for its citizens to butcher or even deovur whole as they saw fit...the Aenorian Slavemasters were second-to-none, and could domesticate animals and sentient creatures alike in record time.

Trade & Transport

Built on the broken backs of millions of slaves, the Aenorian Empire built a massive, sprawling trade and transportation network of advanced paved roadways, sidewalks, and drainage systems all throughout the world. Across it, they transported legions of slaves and endless amounts of resources to the various cities across their world-spanning empire.

Education

Contrasting their brutality, the Aenorian Empire was odd in that it gave an education to each and every one of its citizens...and even its slaves, though the quality differed drastically, as did the content of the education.
For the citizens and members of the Empire, they were all given the opportunity to go into schooling to learn one of the many crafts and trades the Empire had stolen knowledge of, or even go into a specialized field to help further the Empire's goals, such as science, mathematics, or more...the education opportunities were relatively endless to its citizens, though it was optional, and many citizens of the Empire used this schooling to better themselves and become truely talented.
However, to the Empire's slaves and cattle and "meat", the education was wholly different, and more akin to daily brainwashing. Specialized High Lamia instructors known as "Hypnotics" would instruct entire legions of slaves, combining hypnotic voices with equally hypnotic swaying body motions, their own cloying pheremones, and healthy dose of magic to slowly brainwash entire populations into hypnotized, obedient slaves whose memories, minds, and personalities as well as everything they were or thought were but clay molded before the seductive, mind-numbing words of the Hypnotics. These instructions were daily classes on the ways of obedience and willingly seeking out digestion at the hands of High Lamia, as well as ultimate and true submission to them and their beauty.

Infrastructure

Over time, The Aenorian Empire assimilated and absorbed the infrastructure of every other nation on the planet...and in time, began to use that assimilated infrastructure and knowledge to begin developing their own until they had a network of high tech sewer systems, walls, bridges, castles, roads, orbital elevators, space stations, and countless other marvels that led them into the very pinnacle of technology that even rivaled and overtook The Aurelian Hegemony of Man.

During the beginning of the Aenorian Empire's rise to power and expansion, they worked off no official currency but instead used the barter system when they traded amongst themselves or the rare community they engaged in friendly relations with.

A legacy of slavery

At their peak, the Aenorian Meatmarkets were things of legend and myth; almost any species of exotic "meal" could be found here being sold by the Merchants and Slavers there...all manners of species, cultures, and flavors could be found here in these markets, some spiced differently, some lived lives of happiness, others of poverty...and all were greedily bought and prepared for consumption by the citizens of the Empire, who enjoyed glutting themselves on still-squirming meals.
Supporting these massive meatmarkets were the legendary Aenorian Slavemasters, whose pens contained, at their height, nearly every creature in the known world...children, adults, elderly...millions untold lived lives of hopelessness in these very pens, and the techniques of these Slavemasters were so skillfull, honed by centuries of training upon every species and people in existence, that slavemasters for thousands of years after the Empire's fall have sought out these hallowed techniques, said to be so supernaturally effective as to work on any species and any culture, and allow even a novice Slaver to break even the hardiest and most willful slave in no time at all.
This legacy of slavery has endured for millennia, and influenced the actions and mindsets of Slavers and Tyrants even into the modern day...the Aenorian Empire redefined the mere notion of "Slavery", and industrialized it on such a titanic scale that they became the gold standard for Slavery and have been ever since.

The People of the Aenorian Empire, from the High Lamia who founded it to the other races who joined it later, were united in their shared history as peoples with a racial history of being the victims of persecutions at the hands of others...whether like the High Lamia who faced intense persecution at the hands of The Aurelian Hegemony of Man for their barbaric and previously tribal and simple lifestyles, or like the Kobold Tribes of Yore who faced constant injustice and cruelty at the hands of other races who sought to exploit them for their weakness, they all united under the banner of the Empire in the cruel hopes of turning their persecutors into the persecuted.
In time, as their power grew and their Empire expanded fueled by the rampant and overwhelming power of the High Lamia, the races of the Empire got their revenge, but at a terrible cost; The entire world had been subjugated, tortured, enslaved, and brainwashed...leaving scars that would not heal for millennia.

The People of Aenoria

The people of the Empire were often a self-absorbed, cruel one with a penchant for praising and worshipping beauty and power, who stood united amongst each other at any cost(Unlike many evils of the modern world, they were not prone to infighting), and carried an innate belief that it was their destiny to expand the Empire's borders to every corner of the world.
They rarely cared to do the hard work of something themselves, and had their massive slave populations handle the menial tasks for them while they pursued more enjoyable and intellectual pursuits, or ones they considered more valuable. While not lazy, they were quite self-absorbed and haughty in their bearing, and cared nothing for the suffering of others they saw as "part of those who hurt them" long ago.

Massive, Beautiful, and Deadly

The High Lamia of the Aenorian Empire were not only highly deadly predators; they were each creatures of infinite potential and mind-numbing beauty that almost no creatures in existence can claim to match. They were legendarily beautiful creatures, said to provoke even the jealously of the gods, and unlike many other creatures save perhaps the ancient True Dragons, they only grew stronger the longer they lived and the more creatures they devoured and digested.
With each morsel digested and converted into organic slurry, the High Lamia of the Empire would find their bodies filling out and becoming more beautiful, their bodies growing in size, and their pheremones becoming thicker and more potent...the beauty of the High Lamia ran much deeper than skin level, and it was not mere the physical beauty of their bodies that entranced and seduced the minds of others, but the way they smelled, they way they carried themselves, and even the hypnotic and alluring tones of their voices...each and every part of a High Lamia's body evoked awe, arousal, and beauty in the minds of those who saw them, from the tip of her tail to the top of her head.
So beautiful were they, that their beauty was their primary weapon, and what made them so deadly: Only the strongest and most strong-willed of creatures could resist falling to their knees before a High Lamia, choked by the cloying scent of her pheremones and the overwhelming gorgeousness of her physicality...the lesser could not even muster the will to take hostile action against them, which led to entire communities willingly offering themselves to the High Lamia after merely laying their eyes upon them, a simple command from their beautiful lips, or more humiliatingly, the mere smell of their pheremones which almost instantly broke their minds and made them pliable, mindless slaves.
And even to those who resisted them and their peerless beauty, the High Lamia were often towering, titanic creatures in their true forms; After digesting and devouring so many weak-willed creatures with whom they merely needed to slither up to and slurp down as they mindlessly worshipped their beauty, their minds broken and smothered, they would often grow to stupendously massive proportions...it was not uncommon for more powerful lamia to exceed hundreds of feet tall, towering above entire cities while even their lesser sisters often stood anywhere between 20 to 60 feet in height, their tails alone long enough to encoil dozens of smaller creatures. Indeed, as they grew, Lamia could easily fit entire True Dragons down their gullets in a single seductive swallow, to say nothing of entire communities...
And with size, came power - As they grew, so did their power, and when they reached such titanic proportions their sweet-smelling pheremones enveloped entire regions, their lips and mouths could gulp down entire cities at a time, and their tails could crush thousands into paste as easily as they breathed. Thus led to their exponential, runaway expansion - the more they ate, the more they grew and the more unstoppable they became until even the lowliest High Lamia could prove a match for hundreds of elite warriors, such that a simple fingertip could snuff out the lives of dozens.
